An Ordinance
Granting Laying
Of Gas Mains
An Ordinance of the City Council
of the City of Palacios, Matagorda
County, Texas, granting to the Texas
Natural Gas Utilities, a Texas Cor
poration, having its domicile at Vic
toria, Texas, hereinafter called Gi*an-
tee, right-of-way, privilege and ease-
ment to lay, construct, equip, use,
operate and maintain gas mains, pipes
and connections along, across and
through the streets, avenues, alleys,
roads, highways and other public
places and grounds of said City of
Palacios for the purposes of conveying
and transporting natural gas into, out
of and through said City, for sale and
distributiori, and regulating the man-
ner of laying said gas mains and the
making of connections therewith,
BE IT ORDAINED BY THE CITY
COUNCIL OF PALACIOS, MATA-
GORDA COUNTY, TEXAS:
SECTION 1: That subject to the
terms, conditions and stipulations
mentioned in this Ordinance, consent
and permission is hereby given to the
Texas Natural Gas Utilities, a Texas
-Corporation having its domicile in
Victoria, Victoria County, Texas, and
hereinafter called Grantee, and to its
successors, lessees, and assigns, to lay,
construct, equip, use, operate and
maintain a system of gas mains,
pipes, connections, conduits and feed-
ers, together with all necessary or
desirable attachments, connections, fix.
tures and appurtenances, along, across
and through the streets, avenueB, al-
leys, roads, highways and other public
places and grounds of the said City of
Palacios as now "or hereafter laid out,
for the purpose of conveying and
transporting natural gas into, out of
and through said City for distribution
and sale for light, fuel, power, heat,
and any and all other purposes to
persons within the said City and for
any other use by Grantee beyond and
outside of the limits of said City, with
the right to connect said "gas mains
with the pipes and other equipment of
persons to whom Grantee may sell or
distribute _ such gas; also with the
right to construct and install, operate
and maintain all necessary or desir-
able cut-offs, connections, laterals, at-
tachments and equipment, as a part of
and connected with said gas mains and
such use thereof.
SECTION 2: Said gas mains shall
be placed under ground at a minimum
depth of eighteen (18) Inches, and
Grantee shall place the streets, alleys,
etc. through which same are laid in
as good condition as they were pre-
vious to the laying of such mains, and
shall pay to the City of Palacios any
and all damages for failure so to do,
and shall indemnify the said City of
Palacioa- against any damages to any
persons by reason of the laying of said
mains and the use and maintenance
thereof.
SECTION 3: Wherever the word
"Grantee' occurs in this Ordinance, it
shall mean and be understood to be
the Texas Natural Gas Utilities, its
successors, lessees, or assigns; and
wherever the word "Persons" appears
in this Ordinance it shall be under-
stood to mean any natural persons,
firm, corporation or association of any
kind or character whatsoever.
SECTION 4: This Ordinance and
the right-of-way granted Grantee
hereunder shall take effect, and be and
continue in effect and in full force for
a period of thirty (30) years from
and after the date of its final pas-
sage, provided Grantee shall pay to
the City of Palacios within ten (10)
days after the final passage of this
Ordinance the sum of Ten $10.00)
Dollars, and file its written nrnnptance
of the terms and conditions hereof.
All the rights given Grantee herein
shall inure to the benefit of Grantee's
lessees, successors and assigns.
SECTION 5: The Mayor and City
Secretary of the City of Palacios are
hereby authorized and directed to
cause notice of this Ordinance to be
published in some newspaper publish-
ed in Palacios, Matagorda County,
Texas, for a period of ten (10) days
after the passage hereof, which pub-
lication shall appear not less than
onee each week for two successive
weeks. If no newspaper is published
in the City of Palacios, then such pub-
lication shall be in some newspaper
published fn the nearest available town
in which a newspaper is published.
It is further ordered that the Mayor
or City Secretary post, or cause to be
posted, notice of the passage of this
Ordinance in three public places with-
in the City of Palacios. It is further
ordered that this Ordinance and the
affidavit of the Mayor or City Sec-
retary of such publication in such
newspaper and of such posting, be re-
corded upon the Minutes; and that
the acceptance of Texas Natural Gas
Utilities of this Ordinance be spread
upon the Minutes.
PASSED this the 2nd day of Decem-
ber, A. D. 1929.

as he works."
Today when youth is generally given
the preference in industry, the atti-
tude of the Chevrolet Motor Company
toward older men and veteran employ-
ees presents an interesting view of
some of the policies which have con-
tributed to the growth and develop-
ment of the Chevrolet manufacturing
organization.
Man-power, the most vital factor in
industry, its selection, management
and productivity, has been a chief
concern of Charles F. barth, Vice
President and general manufacturing
manager, who at 63 heads up one of
the largest factory organizations in
industry.
Commenting on the status of the
veteran in industry, Mr Barth declares
that "age is no barrier to employ-
ment and promotion with Chevrolet.
We have drawn no ago limit in our or-
ganization. If a man is physically fit
and disposed to do the work in mind
for him he will receive favorable con-
sideration, regardless of his age."
In its Flint plants alone, Chevrolet
is now employing 324 men over 50
years of age. Of these 131 are be-
tween the ages of 50 and 55; 98 are
between the ages of 55 and 60 and 95
are more than 60 years of age.
Sentiment plays but a small part in
the scheme of things, despite the
company's interest in older men, Mr.
Barth explains. The company is per-
haps, "hardheaded" in its valuation
of their worth. We have no ribbons or
buttons for our old timers. Each man
is put on his own mettle and made to
feel the responsibility we place in
him. We appeal to and rely on the man
in men.
"The old timer is valuable in a large
sense. Older men are the stabilizing
influnces so vital to industry today;
they help constitute the backbone of
the organization. By their balance and
poise they instill confidence in begin-
ners and, having themselves a feeling
of loyalty to the organisation, they
inspire it in their fellow workmen.
"The havo that experience that
money cannot buy not book learning
provide. They are no longer theorists.
They make the most of the opportun-
ities about them rather than fondling
the hope of some ideal situation that
seems to show faintly in the future.
"They take pride in their good ser-
vice records built up over a period of
years and apply themselves diligently
to preserve them.
"At the same time we are fully
mindful of the great contribution that
youth is making to industry. Youth
supplies the power, age the experience.
