The Commissioners' Court
feels that particular attention
should be called to certain
phases of the law governing the
use of,,or the injury to,.the pub-
lic roads..
The roads of Matagorda
County have been constructed at
i cost of hundreds of thousands
»f dollars.. Their maintenance,
under the best of conditions.;,
eost annually the citizens of the
county and taxpayers many
thousands of dollars..
From various sections of the
sounty, almost daily, there are
complaints of injuries to the
roads by reason of the passage
aver the roads and culverts of
tractors equipped with lugs that
cut and injure the uoads-, cu.1
verts and bridges, aud this in
defiance of ArtifcHe 822" (482a)
of the Revised Criminal Stat
utes of 1'911, which reads as fol-
I'ows :■
"Unlawful to aamf over any
■public road or culvert any■ trac-
tion engine, when.—It shall be
unlawful for any person to
transport or carry over any
oubllfc bridge or culvert, upor
any public road or- highway, or
any street or alley in any incor-
porated town or city, any trac-
tion engine with lUgs on the
wheels "thereof, and to carry or
transport over any such publi.

engine or separator; without
having first provided and placed
in position skids-upon which the
wheels of said traction engine or
separator shall' be run, which
said skids shall not be less than
three inches thick, twelve inches
in width and sixteen feet in
length; and any person violating
the provisions of this article
shall be dieemed guilty of'a mis-
demeanor, and, upon conviction
thereof, shall be fined in any
sum not exceeding five hundred
dollars."
Another serious cause of in-
jury to the roads that is not un-
common in sections of the coun-
ty is the plowing, by adjacen
land owners out into the right-
of-way or into the barrow-pits
of the roads, and in- a- few- in-
stances, the allowing of wasfr
water from artesian wells,
which of itself is a crime, to flow
into the barrow-pits of the road-
way. Another common source
of injury to the roads is the use
,)f the barrow-pits of the roads
as irrigation ditches.
