VIDING A SAVING CLAUSE
AND DECLARING AN EMER-
GENCY.
BE IT ORDAINED BY THE
CITY COUNCIL OF THE CITY
OF PALACIOS, TEXAS.
SECTION I. Definitions.
Item L This ordinance shall be
as the "garbage ordinance"

Item 2. The term "premises" as
iiswsi in this ordinance shall be
taken to mean business houses,
boarding houses, offices, theaters,
hotels, restaurants, cafes, eating
insfoses, tourist camps, apartments,
.sanitariums, rooming house s,
schools, private residences, vacant
Sots and other places within the
City limits of the City of Palacios.
Texas, where refuse, either garbage
<ar rabbish, accumulates.
Item 3. The term "refuse" shall
'Oe interpreted to mean all solid
•wastes, including garbage and rub-
bish.
Item 4. The term "garbage" as
used in this ordinance shall mean
-all putrescrible wastes, except sow-
siKc ?vnd body wastes, including all
meat, vegetable and fruit refuse,
and carcasses of small dead animals
.and (dead fowls from any premises
within the city limits.
I ten. "S. The term "rubbish" as
used in this ordinance shall mean
fcin cans, bottles, papers, tree limbs

Item 6. "City Health Officer" as

' SECTION II. Accumulation of
tSarbage and Rubbish.
Item 1. It shall be the duty of

ring or renting any premises, or
amy place where garbage or rubbish
accumulates, to provide, and at all
times to maintain in good order

tions of rubbish such as tree limbs,
.asper boxes, and scrap lumber
which cannot be conveniently plac-
in the containers required under
liHi* ordinance shall be gathered to-
gether and placed adjacent to the
rrantainers.
'SECTION III. Collection of Garb-
ing* and Rubbish.
Item 1. The City of Palacios,
"Texas, shall collect from the resi-
dential and business areas of the
city not less than twice weekly all
garbage and rubbish, provided it
shall be the duty of any person in
possession or control of any prem-
ises to place the containers re-
quired in Item 1, Section 2, in a lo-
cation easily accessible for the col-
lector as directed by the City
Health Officer. The business estab-
lishments where the daily accumu
lation of garbage, trash and rub-
bish is more than the ordinary
quantities, may make special ar-
rangements with the City garbage
department for pickup as required,
of such garbage, trash and rubbish.
Rate to be commensurate with ser-
vices rendered.
Item 2. The places of excessive
accumulations of garbage and rub-
bish, such as killing and dressing
plants for fowl, may be excluded
from the service provided by the
City Garbage Department and such
accumulations shall then be re-
moved and disposed of at the ex-
pense of the owner or person
having same in charge, provided,
that the owner or person having
such accumulations in charge shall
secure from the City Health De-
partment a written permit for re-
moval and disposal of same. Said
permit shall be issued only after
said Health Officer has satisfied
himself that the licensee is capable
of complying with the require-
ments of this ordinance. The per-
mit may be revoked by the City
Health Officer when deemed neces-
sary to the public welfare.
Item 3. Heavy dead animals,
such as cows, horses, and mules,
shall be removed and disposed of at
the expense of the owner or person
having same in charge and by
the method directed by the City
Health Officer.
Item 4. Heavy accumulations
such as broken concrete, ashes,
sand or gravel, automobile frames,
and other bulky, heavy materials
shall be disposed of at the expense
of the owner or person controlling
same under the direction of the
City Health Officer.
Item 5. Shrubbery and tree trim-
mings shall be picked up by the
City at the earliest convenience of
the city providing such shrubbery
and tree trimmings shall be cut
into lengths of not over three (3)
feet and stacked in a place easily
accessible to city crews.
Item 6. Manure from cowlots,
horse stables, poultry yards, pigeon
lofts, and other animal or fowl
pens, and waste oils from garages
or filling stations shall be removed
and disposed of at the expense of
the person controlling same in the
manner and by the method directed
by the City Health Officer.
Item 7. The placing of garbage
or rubbish or any refuse material
in any street or alley within the
city limits or the disposal of such
refuse at any place within the city
limits, or on city owned property
or street right-of-ways, except at
the City Disposal Ground, or at
such other place as may be direct-
ed by the City Health Officer, is
prohibited.
Item 8. The meddling with refuse
containers or in any way pilfering,
scattering contents or junking in
any alley or street within the city
limits is prohibited.
Item 9. The collection of garbage
or rubbish or any kind of junk
within the city limits is prohibited
except as provided for in Section
3, Items 2, 3, 4 and 5 of this
ordinance.
SECTION IV. It shall be the
duty of the City Health Officer of
the City of Palacios. Texas, or his
authorized agent, and he is here-
by directed, to make all necessary |
inspections and investigations of
any and all premises to see that
the terms of this ordinance are
complied with.
SECTION V. The disposal of
garbage and rubbish shall be by an
approved method of landfill and
cover.
SECTION VI. There shall be
charged, assessed and collected
from each residential premises
within the city limits the monthlv
classified ads

amount of $1.25 and from each
business premises within the said
city limits the monthly amount be-
ginning at $1.25. The city secretary
shall collect these garbage and
rubbish fees through the water de-
partment as a separate item on
each water bill.
SECTION VII. Any person vio-
lating any of the provisions of this
ordinance shall be deemed guilty
of a misdeameanor and, upon con-
viction thereof, shall be fined in
any sum of not less than $1.00
nor more than $100.00 and each
day that any such person shall
violate any of the provisions of
this ordinance shall constitute a
separate offense and be punish-
able as such.
SECTION VIII. This ordinance
shall be cumulative of all other
sanitary ordinances or regulations
of the City of Palacios, Texas,
unless in conflict with the terms
of said ordinances and regulations
ir, which case the t»rms of this
rdinance shall prevail.
CECTION IX. That if any sec-
tion, paragraph, sentence, clause
or phrase of this ordinance be de-
clared unconstitutional or invalid
for any reason, the remainder of
this ordinance shall not be affect-
ed thereby.

Apparently the rule conccrning
sinus trouble is this: if you're hu-
man you're susceptible. Thus, if
you suffer from a sinus condition
either chronically or occasionally,
you are in excellent company.
A nasal sinus is a lined cavity in
the face bone which opens into the
nose. There are two important
ones on each side of the face: one
in each cheek bone, and one over
each eye.
Cheekbone sinuses are triangle-
shaped, large enough to hold half
an ounce of fluid. Oversized ones
can hold up to a full ounce. Eye-
brow sinuses are smaller, the aver-
age having a fluid capacity of one-
fifth ounce.
Sinuses are lined with mucous
membrane, a continuation of the
membrane lining the nasal cavity.
When a sinus lining becomes in-
flamed enough to interfere with
drainage, there is trouble ahead.
There are all sorts of specula-
tion as to what good purpose
sinuses serve. Some specialists be-
lieve they warm and moisten air
as it is inhaled. Others believe that
Sinuses, like the appendix, are
evolutionary remnants which are
sometimes more harmful than use-
ful.
Sinu3 sufferers subscribe unan-
imously to this latter theory. But
the truth probably is that sinus
cavities serve as resonating cham-
bers for the voice. Whether a per-
son has a high or low pitched voice,
according to this reasoning, is de-
pendent on the size of his sinuses.
There are as many different
causes of sinus inflamation as
there are people suffering from
it. Infection-producing agents such
as viruses, and irritants such as
pollens and dust are most often the
cause. But facial injuries, infected
teeth, and other conditions can also
bring on flare-ups.
What to do about it? Make si-
nuses drain, which is a little like
telling the wind to stop blowing
Still, it can be done if the cause
of the inflamation is removed.
Temporary relief can sometimes
be obtained with dilating drugs or
inhalers, but the basic cause should
be determined and treated by a
physician.
