video presentations entitled "Focus
on the Family" by James Dobson
will take place at 7 p.m. Thursday
at the Peace Lutheran Church in
Seminole, located at 108 S. Main.
This week's presentation is
"Preparing for Adolescence No. I."

Public Notice
On October 18, 1989, Southwestern Bell Telephone
Company (SWB) intends to file an application with the Public Utility
Commission (PUC) of Texas to add a new service offering for busi-
ness customers, called Consolidated Billing (CSB). Thle proposed
effective date for this offering is December 4, 1989.
Consolidated Billing allows the business customer to combine
an unlimited number of accounts within a single Revenue Account-
ing Office (RAO). Southwestern Bell Telephone Company's ROAs
In Texas are located in Dallas. Houston and San Antonio. This ser-
vice will establish a common billing date for each of those accounts
so that they may receive one bill each month. Each customer ac-
count is tied together for billing purposes, but retains its own
identity and level of detail.
PROPOSED RATES
There is no monthly rate associated with Consolidated Billing.
However, a nonrecurring charge of $15.00 will be applied to estab-
lish a Consolidated Billing arrangement. An additional $15.00
nonrecurring charge will apply for each account which is incorpo-
rated into the Consolidated Billing arrangement.
Consolidated Billing (CSB) has been forecasted to generate an
increase in first year annual revenues of approximately $581,733.

notify the Commission by November 24,1989. Requests for fur-

Obituaries
SYBIL OPEIL
1921-1989
Services for Sybil Humphrey Opeil, 68, of Seminole were held at
4 p.m. Tuesday in Community Chapel with James Sattcrwhitc, a
deacon with Wcstsidc Church of Christ, officiating.
Burial was in Gaines County Cemetery under the direction of
Singleton Funeral Home.
She died at 7:55 a.m. Sunday in Andrews' Permian General
Hospital after a lengthy illness.
She was born in Eastland and attended Tarleton University in
Slcphenville. She was an independent insurance agent for more than
20 years and a member of the Church of Christ. She was a member
of the Eastern Star and the Veterans of Foreign Wars Auxiliary. Her
first husband, Jack Humphrey, died in 1967. She married Charles
Opeil on Aug. 9, 1969, in Seminole.
Survivors include her husband; four daughters, Linda Joyce Hays
of Roswcll, N.M., Glenda Loyce Tcdford of Seminole, Sharon Ann
VanWinklc of Longview and Karon Nan DeCarlo of Glcndalc, Ariz.;
two stepdaughters, Theresa Alton of Washington, D.C., and Patricia
Vaughan of Richardson; her mother, Ethel Goodwin Rhymes of
Seagraves; a sister, Ann Morris of Seagravcs; 10 grandchildren; and
three great-grandchildren.
EMERSON AUSTIN
1899-1989
Services for Emerson Alexander Austin, 90, of Lamesa, father of
Paula Wall of Seminole, were held Monday at 4 p.m. at Crestview
Baptist Church with the Rev. David Bugg, pastor, officiating.
Burial was held in Lamesa Memorial Park under direction of
Branon Funeral Home.
He died at 3:50 p.m. Thursday in Mcdical Arts Hospital after a
lengthy illness.
He was born in Cross Plains and moved to Dawson County in
1915. He was a member of Crestview Baptist Church.
Other survivors include two other daughters, Barbara White of Ira
and Fay Walls of Lamesa; four stepdaughters, Lorcnc Davis of
Mineral Wells, Olvene Johnstone of The Woodlands, Jackie Bcaird
of Liberty Hill and Martha Bcatty of Lamesa; a sister, Lela Webb of
Houston; a brother, Carl of Wolfe City; 18 grandchildren; 20 great-
grandchildren; and a great-great-grandchild.
