The most effective speaker Is many times the most efficient leader
With these ideas in mind u few of Tulias citizens requested a
public speaking course to bo given by speech instructors The course
was granted with two of the high schools speech Instructors Miss
Eron Gafford and S T Briggs offer the free instruction
Valuable time has been contributed to the class that is gradually
attracting larger numbers to its course Membership is voluntary
Each member comes and practical criticism is given after practical
practice of making a speech by the participant
This criticism by one or both of the instructors Is always considerate
authentic and constructive As pointed out the value of
such training can be unlimited Persons neglecting to receive it arc
depriving themselves of rich opportunities for future success as leaders
as parents and as citizens of today and tomorrow
The classes meet in the high school auditorium at 730 oclock
each Tuesday evening The pubUc is invited to the free course

Last week we discussed What
Laws To Obey and now we shall
call attention to some laws that
are not obeyed If you did not
carefully read our last letter
please do so and with that in
mind consider this There are
many laws that are ignored and
since we may not ignore one law
without lending our influence to
violations of other laws and there
by creating disrespect for all laws
we may unintentionally and without
serious thought of the influence
on others be responsible for
serious violations
Article 2 of our Penal Code
The object of punishment is
to suppress crime and reform
the offender
How many ever think of this
as a reason for our Criminal laws
The prime purpose is not to pun
ish but to reform How much better
to reform and make a good
citizen if possible than to punish
without regard to reform and

flowing It is often necessary that
certain punishment be meeted to

cases they should be incarcerated
in jail or the penitentiary that
they may be caused to think ser
