No Rest for the Weary—Taxpayer
CHANGE FOR THE WORSE
Natural gas has been one of our fastest growing in-
dustries. Both householders and businesses of various
kinds value it for its convenience, economy, and effic-
iency. Many areas are eagerly awaiting the construction
of new pipelines and the introduction of natural gas
service.
Yet the future of natural gas is in peril. As a result
of a Supreme Court Decision, the production of gas at
the wellhead—which is a competitive and risky under-
taking, without protected markets or other public utility
characteristics—has been brought under the regulation
of the Federal Power Commission. The result is describ-
ed thusly by the president of the Standard Oil Company
of Indiana: "Since the Supreme Court decision. . . a sig-
nificant change has taken place in the gas industry. . .
While oil wells drilled have increased by about seven per
cent (in 1955), the number of gas wells drilled has de-
creased about nine per cent."
It cannot be argued that federal regulation of gas
at the wellhead is necessary to the protection of consum-
ers—prior to the time the E.P.C. controls were legalized,
the producers' share of the average residential gas bill
came to only two cents a day. The distributing com-
panies are regulated in the same fashion as all other pub-
lic utilities. But great and lasting damage to consumers
cannot help but follow if the gas industry's growth and
development are discouraged.
The solution lies in congressional action to free pro-
ducers from the kind of controls that smother incentive
—yet still give consumers abundant protection against
unreasonable field prices.
