A Joint Resolution proposing an
amendment to Section 52, of Article 3,
of the Constitution of this<«t.ate:
Section I. Be it resolved by the
Legislature of the State of Texas, that
Section 52 of Article 3. of the Consti
tution of the State of Texas, l>e
amended M as to hereafter read as fol-
lows:
Section 52. The L'aislatnre shall
have no power to authorize aov county,
city, town or other politicarcolora-
tion or subdivision of the State, to
lend Its credit or to grant public money
or thing of value in aid of, or to any
individual, association or corporation
whatsoever, or to "become a stock-
holder in such corporation, association
or company, provided, however, that
under legis ative provision any county,
any political subdivision of a county,
any number of adjoining counties or
any political subdivision of the Stattf,
or any defined district now or hereafter
to be desci ibed and defined within the
State of Texas, and which may or mapr
not iaaluda towns, villag es, or munici
oal corporations, upon a vote of a ma-
ority of the resident taxpayers voting
thereon, who are qualities electors of
such district or territory to be affected
thereby, in addition to all other debts
may issue bonds or otherwUe lend its
Ctedit in any amount not to exceed
one-fourth of the aise^ed valuation of
the real property of such district or
territory, except that'the total bonded
indebtedness of any city or town fchall
never exceed the limits imposed by
other provisions of thi-i Constitution,
and levy and collect taxes to pay the
interest thereon, and provide a sinking
fund for the redemption thereof, as the
Legislature may authorize, and in such
manner as it may authorize the . same,
for the following purposes, to-wit: .
(a) The improvement of rivers,
creeks and streams to prevent over-
flows, and to permit of navigation
thereof, or irrigation thereof, or in aid
of sued purposes.
(b) The construction, and mainten-
ance of pools, lakes, reservoir.1, dams
canals and waterways for the purpose
of irrigation or in aid thereof.
(c) The construction, maintainance
and operation of macadamizei, grav-
eled or paved roads and turnpikes, or
in aid thereof.
id) The construction, maintenance
and operation of public warehouses for
storing, handling, classing, measuring,
weighing, elevating and loading agri-
cultural products. Provided the Legis-
lature may establish such means and
agencies aa may be necessary for ac
complishing the purpose of this amend-
ment and if a State warehouse commis-
sion be provided for, their term of
office shall be fixed by the Legislature.
Sec. 2. The Governor is hereby di-
rected to issue the necessary procUma
tion for submitting this amendment to
the Constitution to the qualified elec-
tors of the State of Texas on the third
Saturday in July, same bei.'g the 19th
day of said month, and the amend,
ments proposed to Section 52 of Article
3, as above indicated, shall be voted
upon separately.
Those favoring the amendment to
authorize road or other public improv-
ments by a majority vote, shall have
written or printed on their ballot: For
amendment to authorize road and
other improvements by a vote of a
majority, and those opposed to said
amendment shall have written or
printed on their ballot: Against
amendment to authorize road and other
public improvements by a vote of a
majority.
Those favoring the issuance of bonds
for the construction of public ware
houses shall have written or printed
on their ballot: For the amendment
authorizing the issuance of bonds
for the construction of public ware-
houses for agricultural products.
Those voting against said amendment
shall have written or printed on their
ballot: ..Against the amendment au-
thorizing the issuance of bouds for the
construction of public warehouses for
agricultural products.
Sec. 3. The sum of five thousand
$5,000) dollars or so much thereof as
may be necessary, is hereby appropri-
ated out of any funds in the Treasury
of the State of Texas, not otherwise
appropriated, to pay the expenses of
such publication, proc'.maation and

Of the Legislature of the State of
Texas, proposing an amendment lo
the Constitution of the State by ad-
ding to Article 16 thereof a new sec-
t'ou to be known as section 58, pro-
viding for the tenure and compensa-
tion of public officials
Be it resolved by the Legislature of
the Slate of Texas:
Secti. nl That there be added to
Article 16 of the Constitution of the
State of Texas a new section to be
known as Section 58, which shall read
as follows: —
Section 58. All State, district,
county and precinct officers within the
State of Texas shall hereinafter be
compensated by the payment of a sal-
ary to be fixed or provided for by the
Legislature.
Sec 2. The Governor of this State
will, as directed by the Constitution,
make publication of this amendment
in the manner and for the time as re-
quired by the Constitution, the amend-
ment to be voted upon by the qualified
electors for members of the Legisla-
ture of this State at the general elec-
ti n to be hold for Statu officers on
July 19, 1913; the returns of which
shall, as provided for in the Constitu-
tion ba made'to the Secretary of State,
the resu t ascertained and proclamation
made as provided for in Section 1, Ar-
ticle 17, of the Constitution. There
shaH be written or printed on the bal-
lots to be used at such electien "for
the adoption of Section 58, Article 16,
as an amendment to the Constitution,
providing a salary compensation for
certain officers and fixing term of office
at four years," and also ''against the
adoption of Section 58, Article 16, as
an amendment to the Constitution for
certain officurs and fixing their term of

' relating to the creation and forma-
tion of judicial districts, the terms of
compensation and qualification of the
judges of the district courts, and the
times of holding court.
Be it resolved by the Legisleture of
the State of Texas:
Section L That Section 7, Article
5, be amended so as to hereaftea read
as follows:
Section 7. The State shall be di-
vided into as many judicial districts as
may now or hereafter be provided by
law, which may be increased or dimin-
ished by law. For each district
there shall be elected by the qualified
voters thereof, at a general election,
oae or more judges, each of whom
shall be a citizen of tbe United States
and of this State, who shall have been
a practicing lawyer of this State, or
judge of a court in this State fo
years next preceding his election, who
shall have resided in the district in
which he was elected for two years
next preceding his election; who shall
reside in his district during his term
of office; who shall hold his office for a
period of four years, and shall receive
for his services an annual salary of
three thousand dollars, until other-
wise changed by law. < ourt shall be
held by a district judge at the county
seat in each of the sevoral counties at
such times-and in such manner as may
be prescribed by law. The Legislature
shall provide for the holding of the
district court when the judffe thereof
is absent, disabled or disqualified from
acting. The distict judges who may be
in office when this amendment takes
effect shall hold their offices until
their respective terms shall expire
under their present election or appoint-

State except to supply casual
deficiencies ot revenue, r e p e
invasion, supress ^insurrection
and defend the State in war or
pay existing debts, and no debt
created to supply deficiencies in
current revenues shall^Ver exceed
in the aggregate at any one time

lature* however, shall have power
to authorize ttfe issuance of bonds
to be approved by the Governor
for the purpose o f purchasing
additional ground and erect neces-
sary buildings fotthe University
ot Texas, including a m e d i c a I
department, an Agricultural and
Mechanical College and all de-
partments and activities of a com-
plete university of the first class.

ity of the resident property tax-

sed valuation of the real property
of such di'trict or territory, except
in case of improvement of rivers,
creeks,and streams, in building

exceed one-half ot t h e assessed
valuation of the lands of the dis-
trict to be reclaimed; and, except,
further, that the total bonded
indebtedness of any city-, or town
shall never exceed the limits
imposed by other provisions of
this Constitution, and levy and
collect auch taxes to pay the inter-
est thereon and provide a sinking
fund for the redemption thereof
as the legislature may authorize
and in such manner as it may
authorize the same for the follow-
ing purposes, to-wit:
