by "tomorrow" Waltber Katbenau, credit-
ed with being the greatest genius for
organization, with the keenest Insight Into
the future, in Germany, meant—<2100 A. I).
"With the coming of the twenty first
century," continued Katbenau, soberly,
"the world will include exactly thre»- great
powers—America, Russia and Japan, liy
or before the year 2100 there will cofue
a conflict that will decide which one
••r these three powers will cease to func-
tion.
"All three cannot continue to exercise
their sway, the extent of which In each
case will be infinitely vaster than any-
thing the world has over known. There
will be room for only two of them. One
must go under.
"At the moment the odds favor Japan-
to win. The reason Is obvious. ltussla
niust prove the determining factor. The
nation which allies itself with Russia
will emerge victor from the inevitable con-
flict. For the KusslA of 2100 will be an
immeasurably different Russia from her
present people—and there will be

of the expression.

sia are distinctly better than America's.

the economic resources of Germany dur-
ing the first months of the war, and he
Is foremost now in planning her ero-

Germany would have succumbed to the
blockade before the end of 1010)
He Is a sort of Hoover. Fdison, Schwab
combined, heading the great Allgemelne
Kleetrltizas Gelleschaft. the vast electric
power corporation which controls that
branch of endeavor In Germany. He was
director in no fewer than one hundred
concerns having part in industry, com-
merce and finance.
A German of Jewish ancestrv. Rathenau
Is that strangest of all combinations—a
profoundly religious and keenly shrewd
business man.
Three days after the declaration of war
Rathenau went straight to the German
War office. He told the then all-pow-
erful military chieftains plainly:
1. Kmbarklng on the uiad adventure
was the most tragic blunder In all his
i tory.
2. Final defeat of Germany was almost
as certain as commercial supremacy had
. been up to the declaration of war.
3. If Germany was not to be suffocated
I through lack of raw materials, she must
! crganize all her resources available at

by substitutes at any cost, because the
war was going to be a loner war.

' "You have heard too much about 'poor
i Germany, " be said. "It has distorted
your point of view. It is not only Ger
j many that. Is broken. Tt Is all Europe."
: "The so-called 'crime of Versailles.'"
he went on. "Is net the harshness of the
peace terms under which Germany must
stagger, but ho Balkanization of all Eu-
rope- the resnIts of which mtiat work to
the undoing of France and Belgium and
Italy no less than to Germany.
"It Is sadly to be regretted that Presi-
dent Wilson and those of bis countrymen
who are animated by equally Idealistic
motives could not have become acquainted
with the 'small peoples' they have fought
so valiantly for and for whom they have
won the right of self-determination.
"One has only to look at America to
realize that Americans could have easily
grasped the real significance of the true
crime of Versailles-had any one there
thought to compare these small Balkan
nations with the African descendants of
whom 1fl.000.00l) inhabit the States.
"Germany has been Kurope's nrch key-
stone i nd now It Is destroyed. The de-
struction is not like the German destruc-
tion of Northern France and Belgium,
for reparation Is possible in those cases—
and not only possible but will be done.
"In the case of Europe, and especially
the European keystone, the destruction la
complete and Irreparable. That la the
crime of Versailles. For. once having been
done, it can never be undone—by all the
modifications in the world.
"One cannot give a people self-determina-
tion and liberty and nationality only to
take it away from them. The Balkaniza-
tion of Europe Is an accomplished fa:t.
Great powers, strong within themaelvea
nnd adapted by centuries of experience to
deal with these turbulent groups of indi-
viduals unfitted for self-government have
suddenly been robbed of their strength.
"Races of humans whose moral and men-
tal status Is primitive are suddenly thrust
Into positions of power they are incom-
petent to exercise.
"The economic condition of Germany Is
worse (if as bad as) that of England,
France or Italy. Potentially Germany la In
better shape than any of them, for German
labor will work.
"France is broken along with the rest
of Europe, but France doesn't know It.
England la broken—and does know it—
here."
And with the last word Rathenau indi-
cated bis forehead.
"Germany." he went on, "is broken—and
knows it here," pointing to his forehead,
"and here." pointing to his stonlach.
"And in her knowledge Ilea Germany's
strength.
"But at best It is only relative, this mat-
ter of strength—all Europe Is aa nothing
when compared with America and Japan at
the moment.
"What is of greater Importance Is that
there Is no possibility of the recuperation 1
of Europe. We are too old. all of ue. We
must give place to youth. And the world's .
three youths now are America, Russia and
Japan.
"What doe* it matter that the Russia of .

eral Aid, although $35,ooo in bonds has
been voted.
The total length of the highway In Texas
Is approximately JM3 miles. Bonds voted

$12,072,000. On this amount $1,511,142
