trator H. P. Drought today opened
an avenue of employment to able-
bodied family heads admitted to
relief rolls between November 1
and December 31, 1935.
Barred from participating in
the Works Progress program by a
national regulation which re-
stricted employment to those ad-
mitted to relief rolls prior to
November 1, these "employables
became wards of their own com-
munities when the Texas Relief
Commission dropped all except in-
capacitated cases from the relief
rolls.
Drought authorized district di-
rectors throughout Texas to ac-
cept these family heads, expected
to number between 4,000 and 5,000
for employment on projects, de-
claring that "when we have done
this, we will have fulfilled the

based on the employable relief

not descend without warning on
the local governments. Repeatedly j
during 1935 they were advised
by officials of the Federal Emer-
gency Relief Administration and
Texas Relief Commission that re-
lief grants would cease with the
end of the year. The fact that local
measures to meet the responsibili-
ty were^not adopted should not be
now iaid at the door of the WPA".
