1 (f) The comptroller shall issue an annual report
2 summarizing the survey forms submitted by property owners
3 concerning each appraisal review board. The report may not
4 disclose the identity of a person who submits a survey form.
5 SECTION 4. Section 6.035, Tax Code, is amended by adding
6 Subsection (a-1) to read as follows:
7 (a-l) An individual is ineligible to serve on an appraisal
8 district board of directors if the individual has engaged in the
9 business of appraising property for compensation for use in
10 proceedings under this title or of representing property owners for
11 compensation in proceedings under this title in the appraisal
12 district at any time during the preceding five years. ..
13 SECTION 5. Sections 6.05(c) and (d), Tax Code, are amended
14 to read as follows:
15 (c) The chief appraiser is the chief administrator of-the
16 appraisal office. Except as provided by Section 6.0501, the [T1e]
17 chief appraiser is appointed by and serves at the pleasure of the
18 appraisal district board of directors. If a taxing unit performs
19 the duties of the appraisal office pursuant to a contract, the
20 assessor for the unit is the chief appraiser. To be eligible to be
21 appointed, or serve as a chief appraiser, a person must be certified
22 as a registered professional appraiser under Section 1151.160,
23 Occupations Code, possess an MAI professional designation from the
24 Appraisal Institute, or possess an Assessment Administration
25 Specialist (AAS), Certified Assessment Evaluator (CAE),J or
26 Residential Evaluation Specialist (RES) professional designation
27 from the International Association of Assessing Officers. A person
