It seems there is a grow-
ing grounds-well of discon-
tent between the governed
and their elected governors,
especially those in
Congress.
And it may now be com-
ing to a head - not in the
form of a revolution, ala
1776, but in a democratic
(lower case d) revolution of
electorate muscle.
One of those pesky "pass
it on" emails is spreading
like wildfire across the
internet, Facebook, Tweater
and other social networks.
And you know it's not a
half bad idea. In fact it is
brilliant.
Congress does not hold
all of the power. In fact the
people, through their indi-
vidual State Legislatures,
hold a significant amount of
power - they just rarely use
it. And this proposal is
frankly brilliant and quite
possibly could garner suffi-
cient public support to pass.
What is being proposed
is that the State Legislatures
pass the 28th Amendment to
the Constitution of the
United States and frankly
make members of Congress
subject to the same laws
they pass and inflict upon us
while staying "above the
fray".

Amendment to the United
States Constitution
"Congress shall make no
law that applies to the citi-
zens of the United States
that does not apply equally
to the Senators and/or
Representatives; and,
Congress shall make no law
that applies to the Senators
and/or Representatives that
does not apply equally to
the citizens of the United
States."
What should really make
you mad, furious, is that
many of the laws Congress
passes do not apply to them-
selves.
Anti-discrimination laws
apply to us. But some do
not apply to Congressmen
and women.
The Health Care Bill that
mandates we spend or be
fined applies to us. It does
not apply to Congressmen
and women.
There are two ways to
propose an amendment.
* Either both houses of
Congress propose an
amendment with a two-
thirds vote.
* Or two-thirds of the
state legislatures call upon
Congress to hold a
Constitutional Convention.
In either case, the right to
amend the constitution does
not rest with Congress, but
rather with the State
Legislatures. There, within
seven years of proposal, the
amendment must be
approved by at least three-
fourths of the state legisla-
tures, or three-fourths of the
state's ratifying conven-
tions.
The idea is brilliant.
Make the laws apply to
Congress as well as to us.
And should any member
of Congress refuse to make
the laws apply to them-
selves? Well, we're more
civilized than we were dur-
ing the early days of our
nation. Then such self-serv-
ing high and mighty politi-
cians would have been coat-
ed in hot tar, dusted with
duck or goose feathers and
run out of town on a rail.
Today we can just throw
them out of office costi ng
them their $174,000 annual
salary plus all of the perqs
they receive.
Which won't be so bad
since they are fully vested
for retirement after 5 years
in office, and the retirement
is based on the average of
their three highest annual
salaries?
So the next time you see
Mac Thornberry, Kay
Bailey Hutchison or John
Coryn ask them a simply
yes or no, will they vote for
the 28th Amendment to the
Constitution.
And if they say no, then
you had best vote them out
of office.

Jennings came in second
with 414 votes are 21.24%.
Mrs. Reynolds was
appointed to the seat in June
of 2009 after Judge James
Willard suddenly retired.
The county commission-
er's race for Precinct 2 also
went to a run-off. There the
incumbent, Jerry Clement,
chose not to seek re-election.
James Gamblin, who
operates a backhoe service,
led the ballot amongst five
candidates with 360 votes,
are 35.36%. Bowie rancher
and conservationist J.K.
"Rooter" Brite was second
with 272 votes or 26.72%.
The winners of the three
races will be unopposed on
the General Election ballot
in November as there are no
Democratic candidates for
those posts.

BOWIE — Kerry
Maroney, a professional
engineer with over 30 years
experience in groundwater
issues, will address the
Upper Trinity Groundwater
Conservation District during
their April 19 meeting in
Bowie.
Maroney has extensive
experience with the Trinity
Group Aquifer. He will
specifically address aquifer
depths, how aquifers are
recharged, and water well
development on the aquifer.
Maroney will present
information on the existing
aquifers in the UTGCD and
then accept questions from
the board and public.
Maroney is vice president
of Biggs and Mathews in
Wichita Falls and president
of the company's Mansfield
office which specializes in
environmental issues. Biggs
and Mathews is an engineer-
ing design and construction
phase services company.
Maroney also serves as the
consultant for the Region B
Water Planning Group,
which includes Montague
and Wise counties.
The UTGCD meeting
will begin at 6 p.m. April 19
at the Ozona National
Bank's Chisholm Trail
Room, 1301 Highway 59, in
Bowie. The public is invited
to attend the meeting.

Patterson include the appli-
cation process for injection
wells, subdivision rules and
regulations for Montague
County, and the application
process for a permit of right-
of-way in Montague County.
