Texas Railroad Commission.

The Texas Railroad Commission has
wide and arbitrary powers. Besides being
charged with the duty of enforcing the
Railroad Commission law, it is author-
ized to enforce a number of other stat-
utes. The members of the Commission
do not exercise their authority in a per-
functory manner. They are at all times
fully alive to the situation. The people
of the State know this and complaint
soon reaches the Commission when a
railroad is negligent of its duties to-
wards the public or transgresses any law
for its regulation. The Commission gives
careful consideration of all complaints
that reach it, from whatever reliable
source, or alleged abuses or violations of
the law on the part of railroads and
express companies. The Commission is
the embodiment of a big State policeman
with an ever handy stick with which to
rap the negligent or guilty railroad over
its figurative head when necessary.
There is no such thing as competition
between Texas railroads under the oper-
ation of the Railroad Commission except
in the matter of service. The Commission
fixes all the rates and they cannot be
changed except upon authority of that
body. While these tariffs of the Com-
mission are not recognized in law as
being freight rates only, they are that in
effect, for whenever a railroad desires to
reduce a rate it makes application to the
Commission for the necessary authority.
This application is usually granted. All
tariffs must be published and copy of
same filed with the Railroad Commission.
Exceptions to the regular freight classifi-
cations are being frequently granted in
order to meet different conditions as they
may arise or exist on the different lines
of road. The experience of the Texas
Railroad Commission in the matter of
granting these exceptions to the Texas
classification and authorizing special
freight rates would lead clearly to the
conclusion that it would be impossible
for the Interstate Commerce Commission
to perform similar duties for the rail-
roads of the whole country, and that the
power of a National railroad governing
body should be confined to the estab-
lishment of maximum rates only and
their enforcement.—W. D. Hornaday in

How to Dctect Base Coin.
Several cases of making and circulating
counterfeit coin have been heard at the
Central Criminal Court during the last
few days, and at the conclusion of one of
the cases yesterday tlie foreman of the
jurv asked* the authorities if they would
take a suggestion from twelve business
men who during the year had to deal
with considerable sums in silver coin.
There was, he said, a most simple test
for the detection of base coin. It was to
sharply cut the milled edge of a good
coin against the milled edge of the sus-
pected coin. If spurious the metal would
almost immediately begin to shave oil.
After making a personal test the com-
mon Sergeant said he quite agreed with
the suggestion of the jury as to the use-
fulness of the test, and said it ought to
be made known.
The foreman added that he had writ-
ten to three Chancellors of the Exchequer
pointing out that they ought not to de-
prive the public of this simple test by
issuing pieces without milled edges.—Lon-
