ment to give those of our citizens who ara

time nnd we believe that 100 acre-i should ba
the maximum under the pre-emption, lioino-
stend and 'joiber culture laws. As thoy now
stand a person may become the owner of iSJ
acres of pnblic domain, MX) aires nndar each.
This is too largo an amount of laud, iu our
opinion, for any one person to a -ipilre in this
manner. We think the iwlicy of tile govern-
ment should be to furnish as many persons
with comfortable homes as long in the future
as possible, tmd 100 acies is snflicient for this
I>urposo, and by giving them this amount it
will uot be many years until our public do-
main is taken up. fhe pre-emption law was
passed in 1841, the homestead law in ISOi,
and the timber culture law in 1878. When
the homestead law was enacted tho
pre-emption law should have been repealed
and the timber-culture law should never have
been passed. We have, therefore, iu the sub-
stitute provided for the repeal of the pre-
emption and timber-culture enactments, and
amended the homestead law.

Washington, May 10.—Henry w. Oliver,
Jr., of Pittsburg, who was a member of tha
tariff commission, has written a letter to Mr.
Morrison, of the ways aud means committee,
criticising Hewitt's tariff bill. He says it leans
so favorably toward Trenton, N. J., as far as
the metal schedule is concerned, that it might
be entitled a bill for the benefit of Coopar.

ther examined before the Swaiiu court of in-
quiry to-chiy, and he contradicted Svvaim iu
several material points and reiterated his
former testimony about Svvaim by saying tint
he w ould squeeze Morrow if the bankers did
not chip in his (Swuim'a) claim. Other wit-
nesses were examined, but nothing of interest
was elicited.

WASHiNGfo;*, May 10.—General B.V, Butler
to-day addressed the senate committee on edu-
cation and labor on the general features of the
labor problem. He asserted tho present -diffi-
culties were due to over-production. " Wo
had," he said, "a year's crop of
grain on hand aud were within three months
of another crop. Nearly a year's crop of cot-
ton was now stored iu the warehouses. After
referring to other commodities, which ware in
stock in excess of current requiromonts, ho
said: " Why, we have twenty years supply
of whisky on hand." He was facetiously re-
minded that this was a delicate subject aud lie
adm itted that for one who was supposad to ba
a presidential candidate, it was necessary to ba
cautious.

Charged With HelnrniHK False Welghta.
St. Louis, May 10.—Prank Mcfiiunoss,
weighmuster of the Missouri Pacific railroad,
was arrested this afternoon charged with de-
frauding the railroad company by a system of
false weights.. It is said that if a car weighed
i,C00 pounds he would report it 20.000, and
divide the difference with tho shippers. Ha
had a partner named J. S. White, who
looked up the business, and it is asserted
that, quite a number of shippers were involved
in the fraud. W hite was also arrested au<4
confessed enough to reveal the Whole sohem?.
It is said that one of the lirgest lumber ftrott
here saved over $70,000 in freight during tho
past nine months, by getting short weights
from McGinuess. The railroad company
claims to have lost a very large sum of money
by the fraud. McGiuuess was connected with
the defunct Hibernia Savings banks, of this
city, and was indicted for embezalemsnt la
connection with its failure. Both of the moa
were released on #2500 boud. McGrimiess deaies
the charge against him.

A Block Destroyed.
St. Louis, May 10.—a Vineennes (tnd.)
special to the Post-Dispatch says: A Bre at
Petersburg, fifteen miles southeast of this city,
destroyed a block containing two dry goods
stores, a hotel, grocery, agricultural implement
house and newspaper office, besides several
law and doctor offices. Loss, $50,000 to *75,-
000. Well insured.
Disastrous Conflagration.
New \ ork, May 10.—The Papachoag mill
at Worcester, Mass., for making woolen vara,
burned yesterday. Loss, $150,000. Soma
persons, rucst of them women, were injured by
leaping from the windows of tho burning
bu liiing. Several of the wounded are likely
to die, and it is feared dead bodies will ba
found in the ruins.
