Separate charges for sewerage jer
vice were rare in the nation and in
Texas until the past 20 years but
the League study shows that today
all but eight of 317 Texas cities sur
eyed employ such charges
Texas Municipal league Executive
Director Steve Matthews explained
that
In the modt rn growth city combining
both residential living and in
dustnal activity efficient sewerage
ervlce has become one of the most
complex and certainly one of the
most important municipal services
As cities joined In the effort to
clean up Texas polluted streams
and as rhe cost of constructing and
operating sewer trtatment facililiis
continued to rise it became impera

financing one directly related to the
degree of service rendered the citi
Jten Such services of course were

by the property tax
The Texas Munit ipal League stud
shows that of the 34 cities surveyed
21 cities base both residential
and commercial rates on water consumption110 cities base rates on number
of fixtures
130 use flat rates
78 cities use a combination of
rate methods
The prevailing trend in Texas
folluwmg the national trends is toward
use of metered water consumption
as the rate basis
Among the top 10 cities in Texas
six made no sewerage charges in
IMJl now only two do not specify
si parate charges Six of the ten are
using water consumption as rhe
i hurge basis now where only two did
so twenty years ago
Smaller cities the survey indicat
is tend to rely on flat rate charges
One city in six will extend setter
age lims to the owners property
Ime without charge About one in five
make extensions on a participation i
basis and marly half the cities mam
