language It lias becomp a highly inflammatory phrase with which to
appeal td mans Innate prejudice One cf mans strongest emotions
is that which stems from his inborn pride We tend to resent
anothers attempt to walk on cur supposed rights We dont want
to be told to keep off the grass that we cant build a frame building
In the fire zone or that we cant raise pigs on cur own property
v hich happens ta be in a residential section of tewn
This same spirit projects itself into other areas
A town doesnt want the county to tell It haw to run its businessThe county resents dictation by the state the state by the nation
and the nation by the world
COUNTHY IDITOK
YET WE ALL know that in many Instances regulation Is necessary
and we wouldnt have it any other way
If we went to New Mexico were arrested for speedhig thrown
in jail and refused permission to contact an attorney were refused
n speedy trial we would lose little time in charging that our rights
ns an American citizen had been violated
tout New Mexico claims that it has passed laws authorizing its
conduct that it will run its own business like it pleases that it
believes in states rights In fact when a federal judge orders
Mew Mexico to respect our Individual rghts rfs given us in the federal
bill of rights and the U S Constitution New Mexico cries
invasion of states rights
Nonwhites have been faced with situations similar to the mythical
cno Jut described for many years and because they were in a
minority and at the mercy of lecal govermneSits they could do nothing
but take it
When the federal government did for these nonwhites just what
we would have demanded that it do for us in the supposed situation
described above we cry states rights

THE TULIA ISwlthft County HERALD
j We all know that the poll tax was orginatcd in the South to discourage
Negroes from exercising their right to vote It was conceived In sin
Today it is ma ntnlncd not for that reason but to raise revenue
I Almost everybody agrees that it Is riot in the spirit of the American
tradition to charge a citizen for the privilege of Voting
The argument has been made that a paltry 350 for a man
and his wife to vote is not a prohibitive charge The argument Is
false We knew scores of couples vho have difficulty In finding 350
left from their 65 or 75 a week pay check Having unpaid bills
needing clothes for the children they feel that this is one expenditure
that is net a necessity
COUNTIT EDlTOI
AREA WEEKLY just last week said editorially I told you
AN
so I told you so Ralph Yarborough is opposed to states rights
These werent the exact words used but they convey the thought
This editorial writer wasnt defending the principle of the poll lax
But ha was ddfoftdlng the right of the state to assess the tax if it
so chooses even n national elections
Lets envision a situation where an extremely wealthy element
gained control qf a states legislative judicial and executive departments
so in order to have things their own way they boost Hie
poll tax to 100 Quite obviously they have eliminated the masses
from Voting even In national elections If one of us who couldnt pay
100 for the right to vote happened to live in that state we couldnt
even casti a vote In a Presidential election Would anyone like to
argue that the federal government has no right to step in and restore
our right to Votfefor President
The only difference between this illustration and reality is 9325
Tho principle is the same
Whats the difference in climnaMng a Negro vote with a 175
charge or a poor white vote with a 100 charge
couNtnr t oiton
HATS THE DIFFERENCE in the principle of the poll tax
and H L Hunts suggestcn that a man be given a number
of votes in proportion to his wealth
Whats the difference in the pell tax principle and the asinine
suggestion of Alexander Hamilton and the conservatives of 1789 who
wanted to make land ownership a qualification for voting
cou nr idiioi
UT WHEN A senator wishes only to make it possible for the
poorest person to cast a vote in a nationat election he is
dubbed an enemy of states rights by a conservative and American
area weeklyl
It is to bo noled that the senators proposal was not to abolish the
poll tax which some states feel they must have for revenue purposes
It said nothing about state or local voting requirements It merely
would guarantee a person the right to vote in a national election
whether or not he had paid 175 for the privilege

ERSONS HOLDING responsible positions of necessity must have
an inner circle of associates to help carry the burdens of the
office Duties are so numerous that one man is physically incapable
of doing everything expected of him These associates are valuable In
so far as they are able to anticipate what their superior wouldsay
or do in all kinds of circumstances
Often they must make decisions which could injure or aid their
superior depending upon their combination of wisdom common sense
and judgment
On our trip with Lyndon Johnson last October wa noted that one
of his aides seemed to occupy No 1 position with the senator He
was Bill Moyers of Marshall Moyers has been executive assistant to
the Vce President
Only 27 years old Moyers has already succeeded in several fields
including niMspaper and television work and in addition is a licensed
Baptist minister having graduated from Southwestern Baptist Theological
seminary of Fort Worth
Last week President Kennedy picked Moyers as associate director
of the newly organized peace corps which is headed by Sargent
Shriver Kennedys brotherinlaw

ANY DEFINITIONS have been used to describe liberals and
conservatives Most of them are just words meaning noth
ing except what critics or supporters want them to mean
Lee Narramore writing in his Naples Monitor says among other
things that the conservative is a staunch states lighter who aggressively
opposes all socialistic trends but while his right hand votes his
staunch convictions of rugged individualism his left hand sometimes
is extended palm upward to receive Some of the fruts of the liberals
efforts
Remember the soil bank
He points out that the conservatives are first in line to collect
a gratuity for not farming for collecting soil conservation assistance
for accepting FHA leans to build a home collecting veterans benefits
and Social Security payments and small business loans legislation
sponsored by liberals
Then Narramore explains the difference between a liberal and
conservative
He says Tho liberal Is for these things and says so openly
The conservative is against them and wishes theyd send his checks
in plain envelopes

N MEMORY LANE this week it is recalled that a local cafe
H 30 years ago was offering homemade pie at 5e big juicy ham
burger at 5c ham sandwich at 10c ham and eggs at 30c half dozen
fried oysters at 25c soup at 10c chili at 15c TBone steak at 30c
and plain steak at 25c
Wed say the selfstyled conservative believes In these 1931 prices
and 19C1 wagesf provided he is earning the wages and not paying
them He imagines he can combine oil and water or high income
and low outgo He wants all the benefits cf liberal legislation but
not of the cost He wants to have his cake and eat it
Ke hates to pay taxe3 but il anybody tried to abolish our paved
highways our government financed hospitals supported farm prices
social security and old age payments weather forecasing service FHA
homo financing mail service veterans hospitals and a hundred other
government services he would be leading the choir as it sang Dont
Let Them Take It Away
Read last week in the Perryton paper where conservative Perry5
ton which hates everything Democratic with special emphasis on federal
spending of all kinds has sent a representative to Austin to
find out how this country stood with regard to getting federal funds
available for hospital construction
Shame Shame
Many a farmer or rancher has Ms shortterm debts
completely out of balance with his longterm debts
Good management dictates that he keep his operating
or shortterm credit In balance with his capital
or longterm credit By doing this he will be able
to meet repayments with more ease
While a Land Bank loan will not reduce your total
indebtedness It has provided tho key to a balanced
debt load to thousands Most likely a Land Bank
