„ The Express calls attention to n resume
of the report of the United States engineers
on Texas deep water. This resume is taken
from The Galveston News, and was fur-
{lished by that paper's correspondent. It is
nsenlous but illusive. Examination will
•how that there is nothing in it beyond the
contents of engineers' reports for ten years
past.
The Express also says:
The Galveston News says that the Ex-
press Is a quarter of a century old, but has
not reached the years of discretion. There
are two errors in the statement: The Ex-
press is not a quarter of a century old, and
ft Is the most discreet paper in Texas—when
it wants to be. Sometime* it doesn't want
to be.
If the Express is not in the 25th year of
its age why does it print the legend, "Vol.
84, No. 343." As to the question of its in-
discretion from nature or choice its readers
mast judge; but it should say generally in-
stead of some times it indulges Itself in that
way.

Captain L. M. Truit is probably the oldest
iustice of the peaoe and notary public in
he state. Ho was first elected to the office
of Justice of the peace in 1851, and during
the time that has elapsed since then no
man has given better satisfaction or can
■how a clearer record.
The editor of the Champion (till pursnes

The editor spent a couple of days at Short
last week with the family of M. H. Sam-
lord, for whom he bullc a chimney.
It Is supposed that neither the ohimney
nor the editor smokes.
The Waco Day surrenders a large amount
of its space to make room for the report of
the board of United States engineers re-
specting appropriations for a deep water
port on the Texas coast, and says with a
spice of the usual jealousy toward this city
but average fairness:
The array officers who havo had charge of
such matters have as a rule been friendly
to Galveston. This feeling dates back
many years. The prestige of the engineer
corps has been and is yet involved,in a man-
ner, In the character of the works prosecut-
ed at Galveston, and any material deparc-
ire from those methods, or the selection of
lome other point, because of the ineligibili-
-y of Galveston, would have been a quasi
icndemnation of the policies and systems of
e engineers for a series of years. Galves-

ton had leverage in the matter of the money
already expended and results achieved
there, Id Its commercial and financial im-
portance, its size, its location and that gen
erally valuable but mysterious quality
known as "influence." And Galveston
worked its influence, without wearying or
ceasing, year In aqdyear out, for all it was
worth. The tenor of tfie report will be a
damper to all who are interested in Sabine
<)r Aransas, and southeastern and south-
western Texas are largely interested in
those points. The Texas delegation in con-
gress Will, we are sure, give this important
Satter the impartial consideration and nt-
ntion it demands. The course they take
and the decision they reach will have
weight with congress. The one point on
whioh we are all agreed is that we want
• deep water port as soon as possible on
ths Texas coast. We want two, or three
or four, if we can get them. But first and
foremost we want one. If Galveston is the
place, as the army officers believe, where
the best permanent results can be secured

This is a matter for Texas and the great
ftouthwest, not any one section of the state,
any one syndicate or town company.
As if It had gone too far in this direction
in its leading article the Day breaks forth
further on as follows:
Ths Pay wants to l>s just to Galveston,
but it is a fact that if congress adopts the
suggestions of the army officers and pro-
ceeds to spend 16.000,000 to get deep water
at Galveston, that city will be an example
of almost unparalleled "luck." If such a
result had been contingent upon the enter-
prise, pluck and liberality of the coin

restoD. But if it Is best for Texas and the
■onthwest that Galveston shall get the fed-
•lal aid, than let us accept It without mur-
muring, even if Galveston, hardly deserving
aid, Is greatly benefited. The ways of the
Lord are mysterious.

governor in the Victoria Kevisw.
The San Antonlj Times says:
Some newspapers will before long wish
to take back a great deal of gush thsy In-

envy.
The San Antonio Light says:
The comment of The News is very much
in line witli the sentiment of the supreme
court, which virtually decides th.xt no rail-
way property shall pass from the hands of
railway corporations by «nv act insufficient
to pass title of other property from one in-
dividual to another. This docision may
serve to chock the restless attempt to con-
fiscate railway property in Texas for polit-
ical ends. The next legislature can take a
pointer from this supreme court decision.
The Austin Globe takes an impartial
view of the report on deep water. It says:
One main point in Galveston's favor was
tl»9 great amount of harbor room she has
on the inside of sufficient depths. The next
and main point in Galveston's favor, and
the one that we have all the while relied
upon as being Galveston's strongest point,
is the fact of her central location and easy
access, having already better facilities for
being reached from all parts of the state
than any other port has or can
have for many years to come. These ad-
vantages taken In connection with the im-
mense wealth of Galveston, which always
has a heavy influence in deciding questions
effecting commerce, we are not at all sur-
prised at that city belnf* selected. Of course
this will infuse new life into the Island
city.
The San Antonio Times says:
The board of army engineers appointed
to examine the Texas coast and report upon
the point offering the most advantages for
the securement of deep water, has sub-
mitted its report, designating Galveston.
Its tenor was not entirely unanticipated,
and consequently excites no surprise. The
board, however, did not close its report
without a favorable word for both Aransas
and Sabine pass. This will strike the aver-
age layman as somowhat singular, that if
"excellent harbors can be made at other
points at less cost and in less time than
will be required at Galveston," that the
latter point should have been selected.
Of course it is not certain that Galveston
will be selected by congress us the deep
water harbor for Texas. While the report
of the engineers is of course valuable and
and thelv recommendations are entitled to
weight, yet the question as to where the
deep water harbor will be located in Texas
is far from settled.
The Post says:
Galveston is jubilating over her deep
water prospects, and Houston joins in her
hilarity. Buffalo bayou is hardly wide
enough clear up to Houston for big Bteam-
ship:,, but It can be made so.
The Gazette thus resents the deep water
scoop of The News:
If the report of the board of engineers is
no more honest than was the war depart-
ment itself in giving out the report to news-
papers, it will not amount to much In its
effect on Texas' chance for deep water.
Jealousy of The News and of Galveston
colors the views of too many papers on the
deep water question. The Gazette says:
What Mr. Grain obtained for The News
by virtue of his position as a congressman
the Gazette secured by virtue of its position
as a newspaper. The Gazette does not depend
upon being a monopoly, or upon tricks, or
upon the Indorsement and help of railroad
managers and companies—but It gets there
all the same.
What has Mr. Craln "been a doing" that
the Gazotte should butt the wind in trying
to reach him? When It conies to butting
the wind and pawing the air the Gazette
generally gets there. The Gazette, however,
has the frankness to say that the deep water
convention held last year pledged the peo-
ple of the state to abide by the decision of
the engineers, and this pledge waB renewed
at Denver and again at Topeka. The inter-
ests of the state demand not only that
Texas' representatives shall support the
recommendation of the engineers, but that
such support shall be zealous and per-
sistant.
