Ills direct statement giving his
view on the relative merits of
the New Deal administration of
the farm program and the Re-
publican policy was as follows
The New Deal satisfied with
Its farm program sees the ag-
gregate Improvement It has
been able to make In the farm-
ers lot a maximum aim I see
It as m minimum I accept that
program only as a stopgap sub-
stitute for something better un-
til something better can be pro
Tided And I assert in full confi-
dence that the next administra-
tion will be ablo to provide
something belter 1
In further explanation of the dif-
ference between the New Doal ac-
complishments end the aggressive
Republican policy on the farm prob-
lem Senator McNary declared An
administration worth Its salt will
strive for parity prices not parity
payments It will seek to make our
surpluses a blessing and not a curse
Regarding the results of the
New Deat farm program the
candidate said Surrounded by
mountainous surpluses or re-
serves the farmer has been
frozen Into a dependence on the
government The New Deal as
everyone knows did not Invent
the farm problem Its offense
Ilea In the fact that finding ag-
riculture 111 of a functional dis-
order It made the disorder
chronic
He continued Secretary Wallace
has renamed the agricultural sur-
pluses You will of course recall
that the great gluts of wheat eorn
and cotton that still plague the New
Seal began as plain surpluses Then
in 1038 Mr Wallace changed the
nam but rot the substance to ih
evernormal granary a condition
which If not checked seems on the
wayto providing evernormal pov-
erty for the farmer
Jlatleras Lighthouse

line they arc believed still Intact

sorrie methods and TJeon HeruHrsoh
described others The shortcomings
of both parcels ot suggestions Is first
that they are theoretical expert
mental and Uncertain and next
that they are aimed at only the
prices of certain commodity groups
or piecemeal price regulation It
cant be dono that way
There Is only one way to do this
job That is by flat to put a celling
over tho whole price structure and
thereafter to permit increases in
particular cases only on a showing
of necessity Thats what our World
war experience proved
BLUFF AND APPEASEMENT
This comment column business
when It touches foreign affairs is
getting to be pretty tough I believe
In total defense I didnt recently
begin to believe In that I have been
preaching It since the day this col-
umn started In predictions as ac-
curate as any of Just why we were
going to need it and long before the
government bestirred itself to Imple
ment Its constantly growing aggres-
sive attitude to make its fighting
words seem more than bluff No-
body can Justly call the fiveyear
urging of this column appease-
ment
The difference between that urg-
ing and what Is going on today is
that what I advocated was arma-
ment to keep us out of war There
Is a good doal of evidence and It
ts growing that strong Influences In
this country and perhaps even the
government itself regard this be-
lated and therefore unplanned and
somewhat panicky armament con-
ference as preparation for partici-
pation In war
m
We ore not ready for war or even
for adequate defense I have felt
for this reason and many others
that we should not bluff ourselves so
far out on a limb of premature ag-
gression that we could not avoid go-
ing further and perhaps over the
brink without seeming cither silly or
cowardly Dut there has been no
halt or delay in the march In that
direction In the meantime the
shrewdest best financed open and
shameless propaganda to go further
In that direction has increased In
both volume and tempo
