Au.'tin, Tex., Oct. 26.- The In
investigating committee
today spent the time discussing the
method of procedure for tho investi-
gation. Th? plan siiftprested of a
comprehensive survey of all state de-
partments and institutions was strenu-
ously opposed Dy Mr. Cope, member
of the committee. He Insisted that it
was not. contemplated by the legisla-
ture that such sin investigation be
made. Under the resolution providing
for the Investigation, he said it was in-
tended that the sub-committees should
do most of the work and that each
suh-commitUo employ orie auditor
and one stenographer and probe Into
the appropriations and expenditures
of each institution and department.
When this is accomplished the sub-
committees to mahe their report to
the central committee with such rec-
ommendations as they saw fit. 11c
:Lu favored employing one efficiency
expert to assist the central committee
in framing the report. The appro-
priation of $:'.a,00y, .Mr. Cope said,
was not adequate to make any com-
