Hysteria over national security
legislation la not new In Ameri-

In Congress In 1798 daring de-
bate on the Allen and Sedition
Aets The law aimed at securing
the country from French Inva-
sion was used to curb opposi-
tion political views and a polit-
ical party the then Republi-
cans Matthew Lyon a Republi-
can congressman from Vermont
was so Irrated by the Federalist
gibes that he spat In the face of
Federalist Grlswold of Connecti-
cut Since there was not a two
thirds vote to expel Lyons Grls
wold took matters In his own
hand and attacked Lyon with a
bludgeon
1798 passed In an atmosphere of
war hysteria Taking advantage of
antl French feeling the Federalists
passed bills allegedly to curb alien
influence actually to suppress op-
position from the rising radical
Jeffersonlan Republicans But the
common sense of the American peo-
ple and their fervent belief In free
expression was exhibited Ameri-
cans realized the threat to their
liberties In time and dealt the Fed-
eralists an overwhelming defeat at
the polls and repudiated their spuri-
ous legislation Today historys les

confronted with new fears we are
again putting hasty restrictions on
fundamental civil liberties

sound like a good Idea but It still
strikes at the heart of expression of
opinion Already It has created con-
siderable confusion In Immigration

terminology and broad provisions
It could be used by the controlling
political party to outlaw opposition
just as the Federalists attempted

There was si-

There was wife-

because a man got a hankering for
herring I
Soon however he grinned Shed
have the herring all right That
was Evelyns way flying off the
handle then after consideration
humoring him
He had gone to work by bus that
morning because Evelyn needed the
car for some special shopping she
said To be sure of a healthy ap-
petite for the herring he decided
to walk home
Pausing when he reached his own
back door Eddie clocked his hike
proud of the four minutes clipped
from las trips walking time His
hand carefully replacing his watch
touched a small square of folded
paper In his pocket He drew It out
opened it and read Anniversary

Charlie Employs Strategy to OutManeuver Ice Digger
By BILLY ROSE
At least four times In the past week Ive been buttonholed on
Broadway and asked Have you heard what happened to Charlie
Feltus Well I have but on the offchance that you havent per-
haps I ought to bring you up to date
For as long as I can remember Charlie Feltus has been a promoter
of things and people and by and larcenous he has always made a pretty
nice dollar at it However like a lot of other Times Squareheads he has
never held on to these dollars for long because of a weakness for bang-
tails and blondes
In recent months to hear the
wlsenheimers tell it Its been rough
going for Charlie In both depart

of Butch Finally plenty peeved
she told herself that no horse hus-

around with ketchup on her mouth
But as she rose to go the waiter
handed her a tab for 31 20

said but I just phoned Mr Flee

The manager took the bracelet
and beckoned to a stoutish gent

When she saw the coat Youre

could he have forgotten Days ago
he had scribbled down this remind-

Furtively he glanced at the high
kitchen windows There stood Eve-
lyn her head and her soulders

beautiful portrait She was working
at the sink andshe was crylngl
Eddie felt tike a heel No
wonder she had used the car to
shop and had fixed his favorite
menu She had remembered
wMIe he he had requested her-
ring for supper
He watched Evelyn sniffle and
blink tears He stood on the stoop
considering If he went home with a
gift he might convince her the her-
ring was a gag
All the stores would be closed by
now unless Old Jan the jeweler
was still tinkering In bis shop
BECAUSE EDDIE thought Evelyn
might miss the car if he took
it he walked to the nearest drug-
store and phoned for a cab Thir
teen minutes passed before It came

Physician Blames Parents
For Child that Stutters
Stuttering Is something a Child
has to learn and he does so be
cause he fears he Is going to stut
ter and be criticized by his parents
according to Wendell Johnson
Ph D of Iowa State university
Dr Johnson who Is director of
the universitys speech clinic at
Iowa City addressed the 110th an-
nual meeting of the Illinois State
Medical society at Springfield HI
on the rehabilitation of the stutter
er
Currently he said In discuss
ing the cause the theory that
stuttering Is a learned form of
hypertonic avoidant behavior mo-
tivated by anxiety concerning the
anticipated occurrence of nonfluen
cy and Its social consequences ap-
pears to be receiving particularly
serious consideration The Issue la
not closed however and much re
search remains to be done
Parents nevertheless have much
to do with the development of
stuttering In their children which
always appears between the ages
of three and she Dr Johnson said
In fact stuttering appears In the
majority of cases only after diag-
nosis by Inexperienced people us-
ually the parents
What these laymen diagnose as
stuttering he continued Is as a
rule merely the repetitions and
hesitations characteristic of nor
mal childhood speech The result-
ing parental concern and admoni
tions to the child to go slow take
his time start over stop and think
take a breath etc tend to bring
about the tensions anxiety and
blocking symptomatic of stutter-
ing
In very young stutterers In
fact Dr Johnson said the treat-
ment Is directed at the parents
not the child When parents modi
fy their attitudes and policies re-
garding the child the majority of
children respond well and rapidly
It the disorder Is not too well fixed
Heart Surgery Performed
By Medical School Surgeons
Three rare heart operations were
successfully performed recently at
the Wadsworth Veterans hospital
by members of the department of
surgery of the University of Cali-
fornia Medical Center Los Ange
les
The surgery consisted of remov
ing a portion of the heart known as
the auricular appendage Only two
other such operations are recorded
In medical history
In certain types of heart diseases
clots form In this section of the
heart The clots are forced out
Into the blood vessels and often
lodge In the arms or legs serious-
ly interfering with circulation
Gangrene may set In or the clot
may be carried to some vital cen-
ter such as the brain causing the
death of the patient
The first surgery of this nature
was performed by a New York
surgeon last summer Prior to this
the only method of treating the
situation was to remove the clot at
the site where it lodged This often
would have to be repeated as more
clots were forced into the blood
vessels Removal of the auricular
appendage of the heart removes
the source of the clots and protects
the patient from future clots
The operation is considered only
In cases where It can be definitely
shown that the clots originate in
this particular portion of the heart
The Fross Life
While the frog consumes millions
of harmful Insects grubs and spi-
ders every year he Is neverthe-
less rather a tragic figure Some-
times his mate lays approximately
4500 eggs out of which very iew
will ever reach the tadpole stage
according to Childcraft books
Those lucky enough to escape
hungry dragonflles and salaman-
ders will be spending the rest of
their lives dodging frog loving fish
turtles snakes skunks ducks and
herons When you add the hazard
presented by the scientific curios
ity of small boys the frogs life Is
tough enough
