Washington. Feb. 1—In the
House, the g; 11 Ties were com-
fortably crowded witlt people.
The President of the Senate
opened and proceeded to read
the returns from Alabama, in-
cluding a very long duplicate
by man, to show work.
After the Alabama certifi
cates had been read, the pre
siding officer asked, "are there
anv objections to the certili-
show that Maddox was author-
ized to represent Wells, or had
his confidence.
A second Irtter was written
by Wells to West on Novem-
ber 20th, 1876, informing West
of the situation in Louisiana,
that the Democrats had a mil-
lion of money there, and that
it would be necessary for the
Republicans to send as much
in order to hold the board;
that things looked very bad,
and requested West to co-oper-
ate with Maddox.

A carefully prepared narra-
tive of the Maddox-Wells af-
fair, as gathered from the ev-
idence, is as follows:
Maddox is an old friend of
Wells, of twenty-five years
standing. He was a special
revenue agent sent to New
Orleans regarding cotton claims.
He met Welts at New Orleans
about the time Wells first came
to New Orleans.
After the election Maddox,
acting as a confidential agent,
was to como North and first to
arrange for the Republican
purty to put ui) a large amount
ot money for Wells and the
board, and, with this view, a
letter was written on Novem-
ber 20, 1870, by Wells, which
Maddox was to exhibit to the
Republicans at Washington, to
