At present there is nothing to pre-
vent tho bondsmen from withdraw-
ing security fivo minutes aitor an

on bail. Mayor Grace caused an
investigation to bo made by the
Commissioner ot Accounts last
year, and it appeared that a vciy
largo proportion of bonds given to
secure tho releaso ot crimi-
nals, ponding trial, aro for-
loited, and a largo proportion of
the forfoited bonds prosocutcd
wore found to be worthless.
It is timo to do something about
bail bonds.
About three yeara ngo the agent for

provides that 110 marriage of any
porson under 18 years of ace shall
be solemnized unless the parents
or guardiaus be present, or has
given written consent; that at
least two witnesses knowing the
contracting parties be present; that
divorco can bo recognized or
granted only on the ground of
adultory. the guilty person from
whom he or she was divorced. Tho
proposed canon forbids tho remar-
riage of divorccd persons under
certain ciacumstances, and pro-
vides for penaltios to be imposed
upon tho clergy for' any uon- ob-
servance ot tho strict letter of the
canon.
