The Wilmington (N. C.,) Mes-
senger says that since the revo-
lution of 1898 when the whites of
that city rose against negro and
radical domination, and came
into control of tho municipal
government, every avenue of
Wilmington's commercial life has
been quickened many fold. Fur-
thermore, the Messenger presents
statistics to show that since the
date in question there has been a
tremendous development of the
building interest in the city.
It is reported in Shanghai that
an edict has been issued in Pekia
appointing Li Hung Chang to
negotiate wiih the powers for
