whether eltnplo, scrofulous, or hereditary, from

the passenger within, but what are
tho effects of the occupation upon
the man without? What is tho effect
of the employment of 1,260,000 of
the robust men of Japan in this way
and in the hauling of carts upon tho
rest of tho population? These aro
questions that must bo carefully
weighed in any estimate of tho fu-
ture industrial importance of Japan.

MEN WHO DO HORSES' WORK.
A Million Japanese Are Engaged In Pall-
ing Jinrlklshas.
One of the greatest obstacles in
tho way of the industrial progress
of Japan is tho fact that upward of
1,000,000 of tho most musoular of its
population aro engaged as boasts of
burden. In this calculation I do not
includo those occupations in which
tho day laborers of all oivilized
countries aro engaged. Tho state-
ment is simply based on the fact
that over 1,000,000 of the vigorous
manhood aro engaged in the trans-
portation of people and commodities
from plaoe to place, performing the
work which in Europe and America
is done by animals, by steam, by
eleotricity and other modern meth-
ods of conveyance. So tremendous
is this drain upon the population of
tho empire that much of the other
hard labor, such as loading coal on
vessels, handling heavy froight on
railways, tho driving and loading of
pack liorsos, heavy farm work and
the like, is performed by women,
who, dressed in tight blue ootton
trousers and tunics, are compelled
to do for Japan what tho longshore-
men, yardmen and farm laborers do
in tho United States.
Tho estimate that over 1,000,000
men are engaged in the mikado's
empire in these degrading occupa-

Hubert Ilorkomor recently told a
class of English art students some
entertaining anecdotos of his own
student days in Paris and of his
early struggles against povorty.
His studio cost him $2 a week, and
ho cooked his meals, whilo tho Tril-
by of tho studio, to qxiote the paint-
er's own words, "sometimes lit the
artist's fire, tidied his room and was
a true friend." Professor Herkomer
was on long intimato terms with
povorty. When his "Chelsea Pen-
sioners," his first signal success, was
accopted, ho "fell on his knees and
wept." '•"*

tiohs is based upon the faot that the
roturns of 1895 show a total of
199,411 jinrikishas and 914,830 hand
carts. As all these carriages and
carts are licensed, tho returns are
probably correct. In the case of the
jinrikislir.s the number of pullers
and pushers is greatly in exoess of
the number of vohioles. This oomes
from the fact that some of the vehi-
cles have two men and because in
large cities the same vehiclo is rent-
ed out during the 24 hours to two
different men.
It is safe to assume that nearly
250,000 coolies are directly and indi-
reotly engaged as pullers and push-
ers of theso conveyances. As for
carts, the same holds true. They are
propelled with enormous loads,
sometimes by two bent and wrin-
kled old men, sor etimes by cno
strong and hearty young man of
low intelligence and sometimes by
mere boys from 10 to lo years of
age. Ono million, therefore, would
seem to be within the mark. This
gives us a total of 1,250,000 human
horses.
To tho ordinary observer these
jinrlklshas seem a novel and delight-
ful experience. They combine all the
joys of a human horse. They help
you into tho carriage, hand you
your parHsol or umbrella, tuok the
rug around you and land you at the
door of the shop or house. Moreover,
they take oare of your pari els. In
rainy weather they pull tip the hood
and fasten the oiloloth in front, so
that nothing but a peephole ia left,
and you are safe from the wet and
mud. All you see is tho bare legs of
the hedgehog looking creature who,
oovered with a peculiar hat and 00a*
of a reedy grass, is rushing onward
through slush and snow and sleet
