Two prominent cabinet mem-
ben have recently expressed
themselves in unmistakable
terms regarding Russian af-
fairs, specifically regarding our
giving recognition to the pres-
ent soviet government. Secre-
tary Hughes, answering a pe-
tition of the Woman's Interna-
tional League for Peace and
frreedom, reminded them that
Trotsky last year stated the
Rwsian government's plans and
Policies and that his statement
bad never been modified or with
drawn. In that statement the
language was used:

An ordinance regulating mosquito
control within the limits of the City
of Brenham, Texas, and providing
penalties therefor, and providing
^ that the unsanitary condlton with
regard to mosquito* and malaria,
constitutes a public necessity and
emergeney that the rules be suspen-
ded and that this ordinance be effec-
tive and in full force from and after
1U passage and approval, this the
2nd day of April, A. D. 1#23.

Ordinance for the prevention of Mom-
Quito Breeding in Breuham, Texas.
Uectloa 1.—It shall be unlawful to
have, keep, maintain, cause or per-
mit, within the (Incorporated) lim-
its of tho city of Urenham Texas,
any collection of standing or flowing
water In which mosquitoes breed or
are likely to breed, unless such col-
lection of water is treatd -jo as to ef-
fectively prevent such breeding.
Section 2—Any collection of water
considered by Section 1. of this or-
dinance shall be held to bo those
contained in ditches, pools, ponds,
excavations, holes, depressions open
cess pools privy vaults, fountalne.

quent use) urn, cans, boxes, bottles,

gutters, tanks of ilush closets or

Section 3—The methods of treat-
ment «f any collection of water, that
are specified in Section 2, directed
toward the prevention of breeding
of mosquitoes shall be approved by
the city health officer and may be
any one or more of the following:
(A) Screening with wire netting
of at least 16 meshes to the Inch
oach way or with other material
which will effectually prevent the
J tigress or egress of moHquitoes.
(b) Complete emptyiug every sev-
en days of unscreened containers to-
gether with their thorough drying or
cleaning.
(c) Using a larvacide approved
and applied under the direction of
I ho Health officer.
(d) Covering completely the sur-
face of the water with kerosene,
petroleum or paraffin oil once every
•even (7) days.
(e) Cleaning and keeping suffici-
ently free of vegetable growth aud
other obstructions, and stocking
with mosquito destroying fish.
