THE UNITED STATES AND
RUSSIA.
The foreign policy of the
United States now has four cor-
nerstones— the Monroe Doc-
trine, the Open Door, a cordial
understanding with the British
Empire, and friendship for Rus-
sia. The fourth is somewhat
wabbly just now, but it is grow-
ing steadily more solid.
The first aeroplane flight wag
made by Orville Wright eigh-
teen yearg ago December 17. A
very brief time, indeed, for such
marvelous development in the
air industry. We reptember
back in the early days of avia-
tion, standing upon the bank of
the Ohio, at Cincinnati, along
with about 200,000 other people,
we were raised to a high pitch
of excitement, awaiting the
flight of an air ship advertised
to travese seven miles of air
space. Finally the announce-
ment came that the breeze was
too strong, and we returned
home without seeing the spec-
tacle. Some day we shall be per-
suaded to mount up on wings as
eagles. When we do, the skies
will probably be open for busi-
ness to even the most cautions
of the public.

ticable from a business stand-

Timber owners face two facts
which militate against their bu-
siness. One is taxes. There is
still an inveterate disposition to
regard forest lands as annually
taxable instead of as taxable on
the cutting of the crop. Read-
justment in this direction would
certainly encourage the growing
of sucessive timber crops on
otherwise useless lands.
The other fact is danger from
fire. Enormous areas have been
burned over. As Mr. Pack, Pre-
sident of the American Forestry
Association, recently said in an
article in The Outlook, "Forest
fires will destroy in a few days
what it has taken nature from
fifty years to a century to build"
and again: "During the past
five years a forest area greater
than the that covered by all the
cut over. Our denuded and un-
productive forest lands should
be restored to usefulness; in ad-
dition, as the Forest Service re-
port says, we must keep fully
productive the virgin stands of
timber still left to us. It is no
more logical for a country to
have idle lands than to have idle
citizens.
