CONGRESSIONAL PROCEEDINGS.
THE SEHATK.
Washington, March 31.—After an ex-
ecutive session, Allison called tip his res-
olution providing fdr a committee of sev-
en scuators to sit during the recess for
measures to reduce the contingent ex-
penses of ihe senate. After remarks by
Plumb and Sherman,criiiciziug the house
of representatives for alleged extravagant
expenditures, the resolution of Senator
Allison was adopted. Saulsbury ilien
presented a report of the committee on
post oftlees anil po^i roads, setting forth
that the committee was not in any wise
responsible for the publication of the
paper purporting to be a further report
on the postal telegiaph question,, and
which contained newspaper criticisms of
the Associated Press.
Saulsbury nlso submitted a resolution
directing the public piinter to exclude
the alleged reports from the piinted vol-
ume of reporis made after the adjourn-
ment of each congress. After a state-
ment of the manner in which the report
came to be piinted, the resolution of
Saulsbury Was laid over under objection
by Vau Wyck.
The senate soon aftou went into exeeu-
tiv« sesjioa aud adjourned.
The postmaster general decided to re-
move J. F. Crawford, superintendent of
foreign mail service. Nicholas m. Bell,
of St. Louis, will,succeed him.
General Grant's Condition.
New York, March 31, 0:;!0 a. in.—
General Grant thus far passed a very
quiet aud comfort, tble night, sleeping by
turns in a chair and bed for tive hours.
At 3:30 a. m. he coughed considerably
on account of the irritation in his throat,
but obtained relief afier the use of a gar-
gle. His pulse was regular and lias a
fair amount of force. His breathing is
easy and he swallows without difficulty,
having just taken some liquid
ment.
George F. Shrady, M. 1).
At 9 o'clock I call™d at General Grant's
house and learned that the General was
sleeping quietly. A little alter that hour
