A Gentleman who has travelled
extensively in Southern Africa, and
knows ail about ostrich farming at
the Cape of Good Hope, gives it as
his" opinion that that industry
would pay here, as the soil, climate
and vegetation of El Paso County
is very similar to that of the Cape,
where ostrich farming has proved
such a success.
Some extra sharp correspond-
ent at Las Vegas, New Mexico,
sends the special dispatches of
the Times to the Denver Tribune
and other leading northern papers
as original. The Denver Tribune
receives the El Paso Times just
as soon as those Las Veg-as
"special?," and ought not to be
imposed upon in that manner.
To-day is Sunday, the day of re?t.
If any of our readers have forgot-
ten the fact, we wish to remind
them of it. And another reminder,
if you please—be sure to go to some
church, either this morning or in
the evening. It will do you good,
and make you feel like commencing
the new week with renewed energy
and hope. Coming, as it does,
from the Times, this piece of ad-
vice may be regarded as perfectly
sincere and disinterested.

Orders have been sent out from
Washington to postmasters to keep
themselves supplied with one-cent
pieces, that th^y may be enabled to
make exact change whenever neces-
sarywhen they issue a money
-order for a sum not less than $10,
the fee for which is eight cents. The
effect of this law will be to add
pennies to the general circulation,
and enable our merchants to make
change to a cent.
We acknowledge the receipt of
an invitation to the ball which is to
be given-—by the Junta Patriotica
of Paso del Norte this evening at
the Juarez theatre, in honor of
Mexico's glorious day of independ-
ence. The programme of festivi-
ties is in the hands of Colonel G.
Unda, president, and Mr. E. Medi-
na, secretary. Thia is a sufficient
guarantee that not only the ball,
hut all arrangements made for the
celebration will be all that the most
pajtriotic could wish. The Times
will endeavor to be on band. —
The municipal authorities of
New Laredo have taken a strange
and rather novel way of increasing
the population of their town. They
have passed an ordinance to the
effect that each owner of an unim-
proved lot within the city limits has
to construct a house thereon by the
1st of January next, or forfeit all
titleto the same. We haven't ar-.
rived at that high-pressure pitch in
El Paso yet. Our city grows faster
than New Laredo, but it grows
naturally and spontaneously.
In to-da^ '<> paper will be found a
carefully prepared repoit on small-
pox by Dr. A. E. Rogers, lue health
officer of El Paso. It merits peru-
sal. and -its recommendations and
warnings should be instantly heed-
ed. In our opinion the city au-
thorities ought to make at their
next meeting a small appropria-
tion for the free vaccination of all
persons who may apply. Many of
the lower ordar of Mexicans with
whom the disease usually origi-
nates, do not have themselves vac-
cinated because they are unable, or
think they are, of affording; the
small expense it entails. And if
the city is unable to do it, our large
property owners should see to it.
A few dollars judiciously' spent
now for this objtct may keep the
disease at bay next winter. If neg-
lected, it may visit us again and set
back the era of prosperity which we
are at present enjoying, for at least
a twelvemonth, and perhaps longer.
The following law is on the statute
books of Mexico, and is everywhere
in full force and effect: "All for-
eigners who fur themselves or in
associated companits with other
foreigners, shall acquire by pur-
chase any lands for agricultural
purposes, ot for the establishment of
stock ranches, shall be exempted for
five years, counting from the day
in which their bill of sale shall be
signed, from all classes of taxes,
being only obligated to present the
map and field note of tkeir survey
to the minister of the interior with-
out which act bt;ing done, no bene-
fit from the law wi'l be enjoyed."
This is certainly as liberal a law as
yott-could reasonably expect.
Petroleum is found in large
quantities around Canon City at d
Pueblo, in Colorado. The Centen-
nial State is already cursed with a
snobbish race of bonanza kings,
and now she will probably be af-
fected with a set of " Coal Oil
Johnnies." The bare contempla-
tion makes us almost wish that the
immense petroleum deposits under-
lying Lincoln county, in New Mex-
ico, and El Paso county, Texas,
may never be explored. But then
our prospectors and capitalists have
a little more hard sense than those
of Colorado and wouid not make
such fools of themselves.
They have an opium ordinance
in Tombstone which lias had the
effect of cleaning out that nuisance
effectually. The last victim of its
just severity was an abandoned
woman named Sin Choy, who had
to pay $100 for an attempt to open a
joint. . Wouldn't it be a good plan
to try such an ordinance in El Paso?
The locomotive crossed over the
new railroad bridge at Encarnacion
for the first time last Friday. The
track of the Mexican Central will
be laid, it is expected, to Aguas
Calientes by the 16th of September,

made by Alderman Joy, of Lead—
ville, upon City Editor Cowan, of
the Herald, the Albuquerque Dem-
ocrat says:
