and that the citizens and patrons
of oar city public schools may
know that perfect harmony exists
between the city council o-i-the
board and each b&uv la doing all
that can be done for the best in-
terest of public education, we pub-
lish in full a communication of the
school board to the city council,
and the action of the council upon
the same:

To the Honorable John K.
Shortridge and members of the
city council of the city or
Gainesville:
Gentlemen—Under the direc-
tion of the board of trustees of the
public schools of your city, i here
with hand you for your examina-
tion a complete showing of the dis-
bursements made by trustees for
account of the public schools. i
am also directed to say that all
the books, checks, bank books
»nd vouchers of every description,
dating from the time of the crea-
tion of a board of trustees for the
control and management of your
city public schools, showing atl
that the present board has done,
as well as what was done by pre
ceding boards, together with a
voucher for every cent that has
been drawn from the school funds
in the hands of your city treasu
rer, will if desired by you, be
turnedgover to you for examina-
tion, or to any committee that you
may appoint for the examination
thereof. The board of trustees
however wish your honorable body
to understand that in making this
proposition to submit to you all
the books, papers, etc., belonging
to the archives of the school
board, they are not prompted by
a desire to restore themselves to
your confluence, because with you
they cherish the hope, (heir lion
esty and fidelity to the high
trust to which they have
been appointed, has not and
will not be questioned. The
board of trustees, extend to you
fraternal greeting and wish to
•gain assure you of thc-ir desire to
e.ontinue to enjoy your friendship
and kind co-operation in the ad-
vancement of our great education
al interest, the pride of our city.
The board of trustees wish fur-
ther to call the attention of your
honoiable body to the fact that
your city treasurer is the custo-
dian of all monies belonging to
the school fund and not one cent
is taken from said fund by the
school board except upon school
scrip or warrant drawn on said
fund by order of the board after
the claim tor which the school
scrip or warrant is dravn has first
been examined by t ie finance com
mittee and approved. This being
the case, your treasurer has in his
possession at all times either the
money paid into his hands or the
vouchers of the school board for
the same, and each voucher states
for what purpose the money is
drawn. Therefore at any time
you have toe right and can require
the treasurer to render you an
itemized statement of receipts and
expenditures of the public school
fund.
The school board also wish to
call your attention to the plan
that was adopted at the organiza-
tion of the sctiool board in refer-
ence to the monthly payment of
teachers and janitors. The super-
intendent is required at the end of
each scholastic month to make out
a pay rolj^this pay roll is kept in
a well bound book, this roll is
turned over to the secretary of the
school board. The mayor, who is
ex-cfficio chairman of the board,
and the secretary, draw upon the
school fund for the amount shown
upon the roll; the secretary takes
this amount and deposits it to the
credit of the secretary, the secre-
tary then draws a check against
said amount for the sum due each
teacher and janitor on the roll;
these checks are made payable to
the order of the party in favor of
whom it is drawn; the secretary
then takes the checks and pay
roll and turns same over to the
superintendent, the superintend-
ent then, as the teachers call, re
quires them first to hand in their
monthly report; he then requires
them to sign the pay roll, when he
delivers them a check which is
paid at the bank when endorsed.
All of these checks for more than
eight years are now in the hands
of the secretary and if your hon
orable body or a committee ap-

selves with the financial condition
of our schools and to that end all
the books giving a complete show

hereafter to call upon the secreta-
ry and by a close examination be
enabled to make a truthful criti-
cism if they make a criticism at
all.

ords pertaining to receipts and

connection with school committee
be requested to examine into re-
ceipts and disbursements of said
fund as may be deemed advisable
and report to next meeting of

hall game had to be postponed

In accord with the earnest re-
qnest of many of the citlsens I
shall open a school in Gainesville
early in September.
Good quarters will be secured
and all that is possible done to
make it most pleasant and profit-
able for the students who attend.
While I shall endeavor to do
the best work for all, I do not ad-
vise the attendance of pupils who
fit well in their grades in the pnb>
He schools.
I shall arrange a valuable
course for graduates of the High
school, including those branches
in which they most need to be-
come proficient. Unless they
wish to pnrsne some special line
of stndy this course will be as
profitable for gradoatas as any
they can find by going elsewhare.
A normal course will be ar-
ranged for students who wish to
prepare for teaching; also a busi-
ness course including bookkeep-
ing and commercial arithmetic.
Tuition rates will be #5 per
month for the normal coarse; also
for graduates of the High school
and those of equal attainment; 94
per month for younger students,
payable in advance.
This refers to pnpils of suffi-
cient advancement to enter the
High school. Should thoee of
lower grades wish to attend other
arrangements will be made ac-
cording to nnmber.
