retired Canadian High School
teacher; Clarence Walscr. el-
derly patient of Dr. Daroeha’s;
and Dr. Malouf Abraham jr.,
friend and fellow physician.
Speakers told the crowd of Dr.
Darocha's many acts of profes-
sional and personal kindness,
that he has helped people with
his time, his money when they
have been in financial need; by
giving clothing and jobs when
needed, and taking people into
his home in times of need.
His ego has been hurt by the
sanctions, Godwin told the
group, and he has taken the
action as a personal affront to
his name and his ability. “He
feels that he has to prove to the
community that he is still a good
doctor, surgeon, and a personal
friend.”
Dr. Abraham told the crowd
that "at least 30 doctors, true
peers, have substantiated by
letter that they absolutely be-
lieve he has done nothing to
violate the provisions of Medi-
care regulations.”
Dr. Abraham accused the
Texas Medical Foundation (the
administrative arm of the fed-
eral Medicare program in Tex-
as) of “the worst kind of
administrative bungling" and
called Dr. Darocha "a victim of
bureaucracy at its worst," de-
claring that TMF violated its
ow n rules and procedures in its
review of Dr. Darocha’s case.
The sanction ruling is under
appeal, but the doctor is forbid-
den to receive payment for
treating Medicare patients
pending final action on the case.
Dr. Darocha has countered
the sanction by publicly offering
to treat local Medicare patients
who cannot afford to pay. and
w ho cannot find another doctor
within the area and cannot
afford transportation elsewhere,
without charge; and has "gone

Last Friday night’s reception
was arranged by friends to give
people of the community an
opportunity to respond in per-
son with their support for Dr.
Darocha. The reception was
covered by a television camera-
man and reporter from Ama-
rillo’s KVII-TV and was aired
the following night. The recep-
tion also received attention from
the Dallas new spaper and Asso-
ciated Press.
