State Representative Bill^Kil-
garlin, the man who was named
as the “outstanding orator” of
the House of Representatives in
the last session of the Texas
Legislature is a candidate for
re-election to his second term.
Kilgarlin is a native Houstonian
and a graduate of the University
of Houston.
For a freshman representative
the 27 year old Kilgarlin com-
piled quite a record. Representa-
tive Joe Ed Winfree, speaking
with 38 years of legislative ex-
perience, said of him, “I have
never served with a more capa-
ble man. He is a brilliant orator
who commands the respect and
attention of his fellow legis-
lators.”
It is only natural that Kil-
garlin would use his oratorical
abilities, for as a University of
Houston student he won many
trophies for the school, finishing
his career with a Southwestern

I Kilgarlin returned to become an
I instructor of speech and debate
coach at the University of Hous-
ton, in which capacity he served
until his election to the Legis-
lature in 1958.
Regulate Utilities
I Kilgarlin was the author of
many bills in his first term.
Among them was a bill to regu-
late utilities and the rates that
they charge their users. For this
bill. Kilgarlin received statewide
newspaper praise. Another bill
the freshman legislator intro-
duced was a measure to give
Harris County - another member
of the State Board of Education.
He got the bill passed in the
House, and the Houston Post
referred to his work on the bill
as “a masterful defense.” The
Houston Press said of his speech
for the bill, “many members cal-
led it the best speech of the
session.”
Rep. H. J. Blanchard, a con-
ervative leader from Lubbock,
called Kilgarlin’s work on the
utlities bill, “the hardest work
by any member of the Legis-
lature.”
Civic Worker
In his youth Kilgarlin .was ac-
tive in the Order of DeMolay,
rising to the office of State De-
puty Master Councillor. Today,
he is active in both lodge and
civic work. As a former teacher,
he is particularly interested in
I he problems of education and
the best ways to remedy them.
Rep. Kilgarlin thinks of him-
self as being fortunate to have
two veteran legislators such as
Col. Winfree and Chris Cole to
show him the pope? when he
first arrived in Austin. “I fol-
lowed their lead on many occas-
ions. It is no mistake that my
voting record and their’s is al-
most identical.”
Kilgarlin was considered one
of the House Leaders in the fight-
against the sales tax, and he re-
ceived the honor of being al-
lowed to sponsor one part of
Governor Daniel’s tax program.
Kilgarlin lives at 8510 Glen
Loch Drive.

ton Vassar CJub at a lunch-
eon at tlie Houston Coun-
try Club. Other officers elected
at the spring luncheon were
Mrs. Marvin K. Collie, vice-
president; Mrs. David C. Willis,
sec.-treas; Mrs. Robert P. Bush-
man, Jr., prospective student
chairman; and Mrs. Joseph
Crump, publicity chairman.
Plans were discussed for sev-
eral events to be held later this
year in connection with Vas-
sar’s Centennial year which be-
gins in September, i960. Miss
Margaret Taylor, daughter of
Mr. and Mrs. W. J. Taylor will
graduate from Vassar in June.
Miss Taylor was a music major.
