Council Moves Ahead On TEXAN
Bel-Hi Parking Problem TIMETABLE
REGULAR MEETINGS
BeUaire Council moved ahead
on plans to alleviate the parking
problem around Bellaire High
School Monday night.
They authorized the hiring of
the engineering firm of Haile
and Associates to draw up plans
for herringbone parking to re.
place the single rows of parking
on Maple and Sixth Streets.
Mayor Robert Watts said that
if a drive could be cut through
from the faculty parking area to
Sixth Street, additional parking
could be picked up along the
north fence.
Preliminary studies have in.
cheated that parking spaces for
an additional 200 cars can be
provided, he said.
Mayor Watts also said that he
would like to see a portion of
the $200,000 in drainage bonds
which were voted some years
ago but not issued used now for
two purposes:
1. To cover Rice Ditch from
Spruce to Elm to tie in with
drainage to be installed when
the city of Houston paves its
portion of North Rice Avenue.
2. To cover another block and
a half or two blocks of Rice
Avenue north of the high school
to provide more parking.
However, the mayor hastened
to add that he was in favor of
issuing the bonds only if the
money to do so would be forth,
coming without a tax increase.

Last week’s basketball games
were in favor of Jane Long’s
Longhorns by considerable mar-
gins.
Tuesday showed the big boys
team romping over Cullen 33
to 16 at their stadium while the
small boy team defeated their
counterpart 41 to 27. Truly* this
years basketball squads show a
good chance of . capturing the
city championship.
At the speech tournament held
at Houston High School, our
team, though not turning out
their best performance, did well.
Sally Ballard won her way to a
first place trophy in persuasive
speaking, while Gail Dfiylrym-
ple captured a third award in
Bible reading. Second place rib.
The mayor read a letter from
Urban Engineer A. C. Kyser
stating the State Highway De-
partment’s position on the ques-
tion of locating an additional
overpass on the West Loop Free-
way between Evergreen and
Beechnut.
At the last meeting, Mrs. C. S.
Wooten, 4601 Mimosa, appeared
before council and urged that
city officials use any means pos-
sible to secure an additional
overpass.
In his letter Mr. Kyser said
he had discussed the matter with
the Bureau of Public Roads “to
determine if the amount of traf-
fic is sufficient to warrant an
additional grade separation.”
He said the distance between
Evergreen and Beechnut is 3400
feet, slightly over .6 of a mile.
“If an additional grade separa-
tion is added between these two
streets, the distance between
separations would be such as to
interfere with movements on and
off the freeway. Traffic crossing
the freeway between these points
is not sufficient to justify the
additional expenditure for a
grade separation,” he wrote.
In the letter, Mr. Kyser con-
firmed that Maple, Pine, Ever-
green and Laurel will be opened
to traffic across Post Oak when
service reads are completed and
will remain open until the proj-
ect involving the freeway proper
is let.
Mayor Watts said that the fact
that the Highway Department
takes the position now that an
additional overpass isn’t justified
doesn’t mean that that’s the last
word.
He said that when the highway
department submits actual plans
to some future council for the
construction of the freeway it-
self—which could be some 10
years hence—the council will
then have a bargaining point.
“We don’t have to
those plans if we don’t like
them,” he said.
Mrs. Wooten asked if the state
could overrule the council.
Mayor Watts said he wasn’t
sure about what the state could
do but added, “They haven’t
yet.”
