their tour was re-routed through
Bellaire and this group will visit
the city for a day and a night
enroute to San Francisco.

All in all, Mayor Jodkic and
Mayor Holjevac will be in Bell-
aire July 12. 13. 14 and 15.
The rest of the delegation will
arrive July 12 and leave next
day. As details in another story
in The TEXAN will show, Bell-
aire will provide a short-course
for the visitors on the whys,
wherefores and hows of local
governmental operations under
the council-manager plan.
Said Mayor Grant Webster,
who will throw a backyard
barbecue for the visitors, of
the visit:
“Bellaire will be proud to show
the visiting Yugoslavian local of-
ficials its local governmental
operations. We intend to show
them how our council-manager
form of government is organized
and how it operates under the
democratic processes. They will
learn about our fine municipal
personnel and personnel proce-
dures, our local services from
sewage disposal recreation, and
how they are provided.”
In addition to studying Bell-
aire’s governmental operations,
the visitors will have ample op-
portunity to meet the people of
the community — and vice versa.
One of the social functions will
be a reception at City Hall at
9:30 a.m. Thursday, July 13,
and the public is invited. Some
of the visitors understand and
speak English, and an interpre-
ter will be provided to help out
for those who don’t speak English
(and those of us who don’t speak
Yugoslav.)
The Yugoslavian tour was
arranged under State Depart-
ment sponsorship and in keep-
ing with the “People to Peo-
ple” exchange program inau-
gurated several years ago.
The theory behind the pro-
gram is that face-to-face meet-
ings of peoples of different
countries may serve as an aid
to better understanding of
common problems and a de-
terrent to war
Incidentally, this is not the
first time Bellaire has been
chosen to help foreign groups
belter understand our demo-
cratic way of life. Last year the
Bellaire Pilots Club entertained
representatives — mostly stu-
dents — of 60 foreign countries.
They came from India to Fin-
land, from West Germany to
Thialand. The club entertained
a similar group this year.

Oklahoma and Louisiana partici-
pated in the meet.

visiting in Ft. Worth over the

The visilors will also be in-

the local governments toward

visual arts, museums and the
theater,” the fact sheet states.
The Belgrade mayor was host
to Bellaire City Manager Gary
O. Summers, Mrs. Summers and
other delegates to the 15th Inter-
national Congress of Local Au-
thorities last fall when the
American delegates visited
Yugoslavia enroute to their an-
nual meeting in Tel Aviv.
Included in the group of visi-
tors will be another Yugoslavian
official Mr. and Mrs. Summers
met in Belgrade — Zivorad Ko-
vacevic, director of the Institute
of Public Administration of the
Republic of Serbia. He served
as interpreter for the American
visitors when they were in Yu-
goslavia. Names of the other five
have not yet been supplied by
the State Dept.
Personal Data
According to a personal data
sheet released by the State De-
partment, the Mayor of Bel-
grade is 47 years old, speaks a
little English, is vice-president
of the executive committee of
the Republic of Serbia and is
president of the Standing Com-
mittee of Yugoslavic Towns.
The Mayor of Zagreb is 44
years old, understands English
well and speaks the language j
slowly, is a member of the Yug- |
oslav Parliament, and in the 1
past has been a general in the j
Yugoslav Army, minister of
newly-liberated territories, la- j
bor minister and minister of
transport of Croatia.

Mr. Martin’s busy schedule in-
cludes a full-time job as music
teacher with the Houston public
schools. He is also director of j
the Humble Oil Co. Glee Club. !
A native of Oklahoma, Mr. ;
Martin attended the University |
of Oklahoma for two years, then
completed work toward his ba- ;
chelors and masters degrees in j
music at the University of Hous-
ton.
He resides at 4809 Welford,
with his wife, Mollie, who heads ;
the Bellaire High School speech j
department.
Mr. Martin will officially as- j
sume his duties at Bellaire Pres-
byterian on July 9. In August
he will take the Youth Choir to
Lakeview Choir Camp where the j
group will be the presentation :
choir for the choir clinic to be
held there.
