Army Specialist
Plan Approved
AUSTIN, TEXAS—The plan to
restore the prestige and authority
of Army non-commissioned officers
by establishing new “Specialist”
ratings has been approved by the
Department of the Army with Jan-
uary 1, 1955 set as the date on
which the new system will go into
effect, Fourth Army Headquarters
has announced.
The approved plan emphasizes
leadership by establishing only
leaders in the top four enlisted pay
grades as NCOs and recognizes
administrative and teehr.ical ability
with the Specialist category. Al-
though no one will be reduced in
pay grades by the plan, NCOs will
rank above all Specialists.
In a world-wide survey recently
conducted by the Department of
the Army, 82 per cent of those poll-
ed indicated acceptance of the plan.
No single item was objected to by
a sufficient number tc justify a
change, it was pointed out. The
Army said the plan will promote
increased effectiveness, efficiency
and discipline and improve morale
throughout the Service.
Any person who is in a Specialist
positipn at the time of conversion
but who has previously held a
leadership position in the same
grade may request retention of his
NCO status. Individuals who have
successfully held leadership posi-
tions in their present grade for at
least two months will be allowed
to remain as NCOs. NCO or
Specialist status will not be lost
due to transfer.
There will be no change in titles
or insignia of non-commissioned
officers—corporals, sergeants, ser-
geants first class and master ser-
geants. Specialists will have dis-
tinctive insignia and their grade
will be a follows: E-7; Master
Specialist; E-6, Specialist First
Class; E-5, Specialist Second Class;
and E-4, Specialist Third Class.
All components of the Army—
active, Reserve, National Guard,
and enlisted women—will be af-
fected by the plan.
The Navy now has a portable
power plant capable of being trans-
ported by plane, train, or trailer
truck to any site of operations.
The new unit weighs less than
45,000 pounds, can be towed over
rough terrain at 35 miles per hour,
and can operate in an emergency
zone in temperatures from 0 to
125 degrees fahrenheit without
damage.

Point Comfort Works
Second High In Safety
POINT COMFORT, May 20-
Latest figures released by Safety
Director Tom Adams place the
Point Comfort Works of the Alumi-
num Company of America second
high in the annual competition for
the coveted safety award which is
granted at the end of each yeai
by Alcoa’s Smelting Division.
Competing for this award are six
other smelting plants—one at
Rockdale, two in the state of Wash-
ington, and one each in New York,
Tennessee, and North Carolina.
Alcoa’s Massena Works in New
York holds first position, as of
April 30. The Massena Works has
been in operation for 50 years. The
Point Comfort works had its
fourth anniversary in February.
On two previous occasions, in
1950 and 1952, the Point Comfort
Works won awards for having the
lowest accident severity in the
Smelting Division.
“Credit for an excellent safety
record so far this year,” said
Adams, “goes to the 123G employees
as a group; and they are deter-
mined to attain that award-win-
ning first position.”
All who would win joy, must
share it; happiness was born a
twin.—George Byron
