Representative Jack Fisk Advocates
10 Per Cent State Tax Reduction
State Representative Jack Fisk
of Wharton urged the people of
Texas today to express their views
on a bill introduced by the Smith
Texas legislator cutting all state
taxes, except the poll tax, by 10
per cent.
Fisk introduced the measure in
the House of Representative Fri-
day, embodied in a proposal to re-
codify all of Texas’ existing tax
laws.
Fisk, a member of the important
House Revenue and Taxation Com-
mittee now serving his second term

as a lawmaker, called on the peo-
ple to write both he and Gover-
nor Allan Shivers their tax views.
The. 10 per cent across-the-board
tax reduction bill sponsored by
Fisk would apply to such items as
gasoline, radios, television sets, in-
heritance taxes, theaters, rodeos,
franchise taxes, buses, motor car-
riers and virtually every other tax-
able item on the books—except
the poll tax.
Representative Fisk said, “This
special session has been called to
find ways of raising taxes. I be-
lieve this is contrary to the wishes
of the people of Texas.
“There is the Shivers Plan which
increases taxes, the Governor hav-
ing called this session for the pur-
pose of raising the salaries of
school teachers, along with other
proposals which will cost the tax-
payers of this state some $37 mil-
lion dollars.”
Fisk expressed belief a special
session is not the proper way to
settle the state’s school problems.
“By this time next year, I feel that
the United States Supreme Court
will have ruled against the South
on the segregation question, and
such a decision could shake our
educational system to its very
foundation.
“At that time," Fisk added, “we
will have to meet the issue head
on, and I believe we should con-
sider the whole problem and not do
it piecemeal now.”
The Wharton legislator pointed
out his plan, if approved by the
special session, would become ef-
fective January 1, 1055, only a few
days before convening of the 54th
regular session of the Legislature.
At that time, he said, state expen-
ditures could be slashed 10 per cent
without effecting the efficiency of
the state government.
Fisk called attention to the con-
tinuing increase in number of
state agencies.
“We could abolish or consolidate
about one-half of the boards,
bureaus, and agencies, of which
there are about 200—and they
steadily increase in number and
personnel, with many of them
duplicating work performed by
other agencies. They are regulating
and licensing nearly everything our
citizens do,” he pointed out.
Fisk continued, “We hear a lot
of talk about the high cost of Fed-
eral government—we should take a
close look at our state government
and clean up our own back yard
before we yell to loudly about
others spending money.”
The youthful legislator cited
Canada as an example, and said
thi3 country’s northern neighbbor
cut taxes 10 percent, with a re-
sultant 20 per cent increase in
revenue because it gave business
needed stimulation.
A 10 per cent tax reduction in
Texas, Fisk said, would be in line
with the state’s general economic
trend.
“In view of our state economic
condition, lower cattle prices, cot-
ton acreage cuts, and many other
signs of a leveling-off period, I
feel that we should by all means
do everything in our power to
bring about this tax reduction.”
The cost of state government in
Texas rose from approximately
$197 million dollars in 1946, Fisk
pointed out, to over $666 million
dollars in 1953.
“It will accomplish little good
for the federal government to cut
taxes when the state government
comes right along behind that cut
and raises the state taxes so that
we will not be receiving benefit
from the federal reduction at all,”
Fisk said.
“I urge the people of Texas to
write me their feelings and opinions
on this proposed 10 per cent tax
cut which I have sponsored in the
House,” Fisk said.

of Palacios, Texas, I hereby call an
election to be held in the said City
of Palacios in the City Hall on the
first Tuesday of April, 1954, the
same being the 6th day thereof, for
the purpose of electing the follow-
ing City Officials for a term of
two years:
Mayor, Two (2) Aldermen, Secre-
tary, Attorney, Treasurer, Marshal,
and City Recorder.
Monthly Salaries that have been
established for said officers are:
Mayor $75.00, Councilman $6.00,
Secretary $10.00, Attorney $10.00,
Treasurer $25.00, Marshal $10.00,
Recorder None. The City Recorder
shall receive such fees of office as

A brief statement of the nature
of this suit is as follows, to-wit:
That Plaintiff has been a bona fide
resident of Texas for twelve months
and of Matagorda County for six
months next before the filing of
this suit; that Plaintiff and De-
fendant were married on or about
the 20th day of March, 1947, and
separated on or about the 15th day
of November, 1951; that grounds
for divorce arc cruel treatment
which rendered their further living
together insupportable; that there
were no children born of this mar-
riage, and none have been adopted;
that there is no community prop-
erty involved.
WHEREFORE, Plaintiff prays
that Defendant be cited to appear
and answer this petition, and that
she be granted a divorce from De-
fendant, as is more fully shown by
Plaintiff’s Petition on file in this
suit.
The officer executing this process
shall promptly execute the same
according to law, and make due
return as the law directs.
ISSUED AND GIVEN under my
