will be sees that uoder the rate bill
rebates to the Standard Oil wilt be
legal Tied, aod rendered Illegal as to
the independent companies that do
not own any pipe lines.
Senator Bailey admitted tbla waa
the effect of the pipe line amend-
wonts, but he stated in hla direct ex-
amination that bis transportation
amendment, If IS had passed, would
have put the Standard Oil oompany
out of business as common carriers,
or would have forced them out of the
business of producing oil.
My reference tc the ninth fact above
set out as testified to by Senator
Halley, It will be seen that Rocke-
feller and Rogers owning all of the
stock In an oil company, and their oil
company being the owner of a pipe
line, might charter a pipe line com-
pany aod take all of the stock and
sell then pipe line to their pipe line
company and' that under the senat-
or’s proposed amendments, Rocke-
feller's pipe line company could leg-
ally carry the oil of Rockefeller's oil
producing company. Senator Hailey
admitted that this was trhe and said
that a law that would prevent, this
would be unconstitutional. It was
at this point that I asked the senator
If his amendments would not have
bound the octopus with a rope of
sand.
i further sought to show by the
senator that his proposed transporta-
tion amendment would defeat the
building of the proposed line by the
Independent producers through Kan-
sas, the Indian Territory and Texas,
and thus destroy the only hope of
competition to Standard Oil. The
senator said he was not Informed as
to the matters Inquired about.
If these facts that I elicited from
the witness are arguments in favor
of government ownership of railroads
blame the facts and not. me. - C H.
