Reason - Instead of Insanity
Excessive and unequal regulations has
the railroad industry in a “critical” con-
dition, is having a “blighting effect” on other
lonaton carriers, and is costing the public
"hundreds of millions of dollars annually” in
fclgher-than-necessary transportation costs.
That is the substance of testimony given by s
i—railroad spokesman before the House
Committee which is considering a bill to give all
ymmim carriers equal freedom to set minimum
rates on bulk commodities and agricultural
products.
In his words, "It is high time that the main
reliance be placed on competition ... rather
^h»n <>n regulation, which has failed miserably.

guiding thought behind President Kennedy’s
comprehensive transportation message to Con-
gress. That message, and the remedial legis-
lative steps it urges, has been given the approval
of shippers, consumer groups, and all manner of
other interested parties.
The present situation is intolerable. For
instance about a year ago a Southern railroad
■ought permission to reduce bulk grain freight
rates by some 60 per cent, at a potential sav-
ing to the public in the Southeast along of about
|37 million a year. Red tape has prevented and
soaitinues to prevent action. The one and only
•elution is for Congress to use its legislative
power to substitute reason for what amounts to
economic insanity.
