WASHINGTON—It's easy to un-
derstand the pessimism of congres-
sional leaders when the question of
how soon Congress will adjourn is
brought up.
All started out with high hopes
that the business at hand would be
dispatched quickly. Even President
Roosevelt was represented as want-
ing a short and snappy session and
as believing such would be possible.
Disillusionment came quickly.
The first real Jolt to hopes of ear-
ly adjournment was when the Sen-
ate, after days of debate, threw up
Its hands and sent the administra-
tion’s work-relief plan back to com-
mittee. This action was sufficient
warning the administration had a
balky Senate to deal with and when

Bogged Down
The administration's social secur-
ity program got off to a slow start
on the hill and hadn’t gone far be-
fore it bogged down. Despite the
fact its effectiveness depends on state
co-operation, that 20 or so state leg-
islatures soon are to be out of ses-
sion, and that only one state has an
unemployment insurance law, It
seemed as If nothing could be done
to speed Its passage.
One of the most striking examples
Is seen on proposed NRA legisla-
tion. After only two days of testi-
mony in its NRA investigation, the
Senate finance committee began
work on a new bill. Some senators
contend this Investigation should
continue until every angle of NRA
has been covered. If their views pre-
vail, there is certain to be a delay
of several weeks, if not months, be-
fore proposed leglsation actual!
reaches the floor of the Senate.

None of the major points in the
President’s legislative program for
this session have been enacted Into
Congress has been grinding away
since January 3.
The White House has submitted
thus far three proposals of para-
| mount Importance—work relief, so-
I cial security, and NRA. There are
more to come.
Some congressional leaders are
frank and admit that the only way
they see out is for the President to
sidetrack a part of his program
I That is, unless he wants to have
j Congress on his hands far into the
| summer If not into fall,
j Experience has shown, however,
I that the heat of a Washington sum-
! mer does more to persuade members
of Congress to shut up shop and go
home than appeals of the President
or anyone else.
