Ladies and Gentlemen:In accordance with Section 466.107 of the State Lottery Act, the Texas Lottery
(TLC) is submitting its annual Minority Business Participation Report for fiscal yearCommission
(FY) 2011.During FY 2011, the agency achieved an overall participation of 26.97 percent in
minority/Historically Underutilized Business (HUB) contracting activity, which represented
an increase of nearly five percentage points from FY 2010's performance of 22.22 percent.
addition, the agency continued to surpass its 20-percent goal for licensed minority retailers.its
InDuring FY 2012, the Texas Lottery will continue to implement initiatives designed to increase the
