The looal dlreotors of Mr. Bail’s naw

H. B. Stevens. Whan oallad upon by
a Times reporter last evening Mr.
Slaok declined to talk for pnbiloallon

was associated meant business and
that their enterprise was no empty or
speculative scheme. Mr. White was

1 Nona whatever," aald Mr. Haw-
kina, "and, moreover there oonld not
be a more dlreot oppoaltton to Mr.
Eddy’s efforts than Is contained In
tbla attempt of Ball’s, and that too, in
tha faoa of tha faot that abont one
month ago Mr. Eddy bonght out all of
Ball’s Interest In tbla enterprise and
paid him tba handsome inn of 86,050
therefor, npon Mr. Balt's positive pro
mlaa and agreement that ha wonld
oaaae all opposition to tba antarprlsa.
‘‘Previous t j thta purchase Mr. Bail
bad been writing letters to tha atook-
holders of tha enterprise and others
whom ha had reason to believe Mr.
Eldy bad Interested therein, after two
years hard work, whtoh ware proving a
sartoas detriment to Mr. Eddy'a af
forte and were jaopard'zlng El Paao's
ohanoaa of getting tha road.
Immediately after this purchase Mr.
Ball left El Paao for Naw York and on
hie arrival there these same etookhold*
era, to whom Mr. Ball had formerly
written, oommenoed to reoelve letter*
from aom* mysterious Individual styl-
ing himself ''Snlllvan" and whose
Identity oonld never be fathomed,
threatening to attaok tha title to pro*

viously surveyed for tho Eddy syndi-
cate and granted them by the olty
oonooll, a grant, by tba way, which haa
now expired beoanse of failure to
oomply with tha oondltlona thereof by
tha grantees. El Paao to more then
familiar with tha oondnot of tha Eddy
syndloata and tbo good folth shown by
them thereunder. Tho entire failure
to oonstrnot tha road at that time - aa
due to tho untimely and sensational
death of Its principal baoker In Naw
York. El Paso will remember how
Mr. Eddy onnonnoad tha anapanaton
of tho work to yonr oltizana at that
time and how Immediately ha toft for
Naw York. I oan give them my per-
sonal word that hla dally atf art* have
baan given alnoa that ttma to again
getting together tho money naoeeasrv

portion of anob time In Europe. I
will also give to yonr poopla my per
aonal statement that ho and hla broth-
er John A. Eddy and tha syndloata
they rapraaant have expanded mors
than 8200,000, not Inolndlng tho
amount in tha promoting of this en-
terprise, tba developing of tha ooal re-
aonrots whtoh it la going to bring to El
Paso, and tha pnrohaia of real aetata
needed for Ita purposes, surveying,
eto.
"El Paso paopla will also remember
that previous to thla expenditure on
their part and tha development of
large ooal aroaa tharaby, every effort
had baan made from time to time by
other large corporations representing
rival ooal fields to ory down ■ Whlta
Oiks railroad, and positive assertions
and reports given out by ao oallad
experts and othara that there were no
ooal Heidi worthy of tbo name whtoh
oonld ba reaohad by snob a road.
Tba development work of tba Eddyi
ooat lota of money bat demonstrated
large and valuable ooal resonrota for
Ei Paao and assured her fa'nre. I
think yonr people give the proper
oredlt to the man who taok these
ohanoaa and spent their money, and
that tha body of them would not oara
to asa snob man deprived of a reason*
abls prafaranoa and opportunity to
reap their reward by the granting to
othara of thla franohlae; a franohtaa
whloh la of atrataglo veins aa 0 immaad
lag the only avail ibis way ont of tta olty
towards White Oaks. Taa plana of tha
Eddye have been rapidly spproaohlng
auooees for tha last three montba, and
I am oonvlnoad that It la tbla faot
whloh baa lndnoed tha pratandad or-
ganization of these naw companies,
and that tha earns would not other-
wise have baan heard of. Mr. John
A Eddy, wha has for the peat month
been with Mr. Liwery, tha ohtef en-
gineer, examining the surveyed lines
of tha road with a view to tha final
totting of tha oontraot, will ba hare by
tha 22d of thla month, and Mr. 0. B
Eddy, who oomea wtch a finally com-
pleted and money raised corporal loo,
will ba here a few daya later. If tha
olty oonnotl grants to this mushroom
Bill organization thla franohlae In
any shape or form, It will ba a aarlona
astbaok to tha Eddy antarpriaa and
greatly jeopardise the now assured
anooesa of El Paso In this matter.”
WHAT MAYOB MAGOFFIN SAYS.

against granting franohiaas without
aomt substantial evidence of good faith
