sohooi ground, houses, furniture, and
tbe payment of teaohere and superin-
tendents. The term ‘furniture’ Is
llml'ed to desks and blaok boards.
“No provisions whatever are made
for any kind of eohool appliances snob
as globes, maps, charts, pbystoal and
chemical apparatus. Nor even fuel
for heat log tbe rooms In winter, and
wa'er for drinking aod sanitary pur
poses are allowed under this railing.
“There Is oertaialy argent need of
Immedlste eohool legislation on this
point, and 1 trust yuu will take the
matter In band and see that some kind
of a bill is put through to give tbe
sohooi boards relief.
“It Is oertalnly necessary for every
f obool—st peoially city eohools -to have
janitor service, fuel and water, and I
am sura you will agree with me that no
sobool, or system of schools, can do
.fllalent, op to date work without a
limited amount, at least, of school
supplies, such as globes, maps, charts
aod pbysloal and ohemioal apparatus;
and yet all of these are forbidden.
“While It Is not my purpose to orlt-
loise Judge Fisher’s Interpretation of
the law—I presume be is oorreot, but
It does saem to me that be might have
baeu a little more comprehensive In

ture"—I am 6ure It is not the Inten
tlou of the legislature, which made
our present system of school laws, to
hamper the school* In such manner.
“It seems to me that the people who
pay the taxes to establish and main
tain their schools, and who elect
trustees, their representatives, to at-
tend to their sohooi affairs, ought,
through them, to have the power to
say what their schools used In tbe way
of supplies snd janitors and water, as
maohasln the employment of teaoh-
ers and superintendents.
“The state superintendent, In a cir-
cular Utter to county and city super-
intendents and treasurers of sohooi
beards, expresses tba determined pur-
pose of adhertug unqualifiedly to the
deoisloo of tbe oourt. Whloh meens,
that sohooi boards oanuot employ
j suitors, cannot furnish water for tbe
sohools, either for drlnklog or sanitary
