ising the issuance of coupons bonds of
said city for the purpose of borrowing
money upon the credit of said city, to be
used for the following purposes, via?
To provide One Hundred and Ten
Thousand 1 Vila vs, for the purpose of per-
manently Improving the streets of said
city by acquiring land for and by opening
a street from south El Paso street west-
erly in said city, which street shall be
between San Francisco street and West
Overland street, and by acquiring land
for and opening North Kansas street in
said city from St. I/onts street to Myrtle
avenue, which said ordinance, adopted as
aforesaid, ig entitled:
"An ordinance authorizing the Issu-
ance of bonds for the purpose of opening
anil extending and thus permanently Im-
proving the streets of the city of El Paso,
by opening Kansas street from St. Louts
street to Myrtle avenue and by opening
a street from South El Paso street west-
erly between San Francisco street and
West Overland street."
Said series or issue of bonds so pro-
posed to bo Inued in t *» boor data on tho
day of delivery to purchaser, or as near
thereto as practicable, and are to bear in-
terest from date at the Tate of five (5)
per cent per annum, payable semi-an-
nually, and arc to become due and abso-
lutely payable in forty (40) years, sub-
let t to redemption, however, at the op-
tion of said city, after the expiration of
twenty (20) years from date. The said
bonds are to be known ns "El Paao City
Stivet. Improvement Bond*/* and thoynr«
to specify the purpose for which they are
issued. The said ordinance mokes pro-
vision fot levytnj and collecting annually
i sufficient tax to*pay the interest unsaid
bonds ns It accrues, and to provide at
least two and one-half ($H) per cent as at
sinking fund for their redemption.
Said ordinance also provides that It
shall take effect and he In force when It
has been ratified by a majority vote of
(he qualified voters of said fity who are
ad valorem tax payers of said city, voting
at an election held to determine whether
or not such bonds shall he Issued, and
that unless a majority Of said qualified
tax paying voters voting at said election,
shall vote in favor of the proposition for
their issuance, then the said bonds shall
not he issued, but on the contrary, if the
proposition fur the Issuance »*f said bonds
shall he sustained by a majority of the
wild qualified tax paying voters voting
at said election, then the said bonds shall
he issued.
Now. therefore, notice is hereby given
that an election, the manner of holding
and making returns of whii h shall be
governed by the laws of the state regu
luting general elections in so far ns the
same may in- applicable, will be held In
the city of EJ Paso and in each arid nil of
the voting preelnct.H thereof on the 9th
day of November, A lv 1909, for the pur-
pose of submitting to the voters qualified
as aforesaid, the proposition whether or
not the aforesaid bonds shall be issued
and thereby enabling said voters to ratify
or repudiate,the action of the city council
in ordering the issuance of said bonds.

said ballot the words "For issuance of

Upon ascertainment of the results of
said election, the action of the city
council in ordering the issuance*of said
bonds and In passing the ordinance afore-
said. shall t»e declared ratified or not
ratified, according to the result of said
election, and the bonds shall be Issued
or not issued, as may be determined by
said election.

ing officers severally specified above, to
conduct the election in their respective
precincts and they arc authorized and
empowered to select an associate Judge

panding in a buoyant upshoot in the last
hour. There was a considerable demand
from art muovored short Interest.

prompted, to a large extent, by the per-
ception that I lie rise, in the Rank of Eng-
liind discount rate was of small effect

lish hank rate of half per cent a week
ago was regarded as no more than a
normal reflection of the hardening ten-

Large Gold Withdrawals.
