Cedar Hill ISD receivd its
much-anticipated performance
review from the State Comp-
troller’s Office Aug. 20, outlin-
ing several ways the district
could improve.
Superintendent Jim Gibson
opened the meeting saying:
“This is a good day in C edar
Hill. This is a day we have
looked forward to for a long
time”
Betty Russell, the director
of Texas School Performance
Review, was cautiously opti-
mistic about the district's future
actions.
“I am extremely pleased by
the progress that I have already
seen,” Russell said, hut later
added the district had been
“operating on bare bones for a
number of years.”
The review had 68 recom-
mendations that could result in
gross savings of $6.2 million
for the district over the next
five years. And it identified
areas where the district needs
to make reinvestments of $3.5
million in order to move for-
ward.
Some of the review’s key •
recommendations included:
• Restructure the financial
management s organization
and hire a Chief Financial
Officer The district recently
instituted that policy and has
hired a CFO.
• Adopt policies to prevent
deficit budgeting and deficit
budget amendments. Past
school boards have approved
projects for whch funding did
not exist. CH1SD has adopted
budgets with deficits ranging
from $500,000-$2 million
since 1997-98.

Duncanville officer spotted the vehi-
cle and began to pursue it
The pursuit ended at the comer of
Skyline and Alexander, when the sus-
pects bailed out of the vehicle and
fled on foot. The officer was not able
to secure the suspects.
Cedar Hill, Duncanville and
Dallas officers assisted in the search
Canine officers were also used.
The suspects escaped with an
undetermined amount of money. The
vehicle was reported stolen out of
Mesquite.
Two workers were punched and
kicked by the men during the robbery,
but sustained only minor injuries.
Uffelman said police are develop-
ing evidence and investigating the
incident further.

Plans to move forward with
phase I of Cedar Hill’s new
recreation center were dis-
cussed in a special joint meet-
ing Aug. 15.
Cedar Hill City Council,
Parks and Recreation Board
and Community Development
Corporation Board of directors
conducted the joint workshop
held at the present recreation
center on Mansfield Road.
F&S partners, who serve as
the architecture firm for the
project, held a power point pre-
sentation that showed about
four building plans. With each
plan, F&S went through vari-
ous pros and cons to finally get
to option A, which was believed
to be the best plan to fit the
needs of Cedar Hill citizens.
The firm had previously laid
out 10 goals in constructing the
facility-
They were:
• Place phase I in close
pfoxirtiify todte pond.
• Create a landscape entry
plaza.
• Place the building near
high point of site to maximize
views of the building.
• Provide three entrances:
meeting wing, main entrance
and indoor water feature.
• Reduce the visual impact
of large activity spaces with
smaller ones to the entrance
side.
• Easy supervision of activ-
ity area.
• Maximize the variety of
views from the jogging track.
• Separate the meeting
room from the activity areas.
• Give dance/aerobic area a
more private location.
• Create a building compo-
sition that looks complete at the
conclusion of phase I.
“The timeline is not exact,
but designs for phase I are
expected to be completed by
the end of the year and con-

Cedar Hill’s Sonic Drive-In was
robbed by four armed assailants Aug.
18.
No suspects have been arrested in
the armed robbery which occurred
about 9:50 p.m. that day.
Sgt. Pam Uffelman of the Cedar
Hill Police Department said four men
wearing masks entered the cashier/
food preparation area of the business
about that time, demanding the man-
ager open the safe and give them the
money. The men were carrying guns.
When the manager did not com-
ply, the suspects took the cash box
which was more readily available.
Uffelman said the suspects then
exited the store on foot and proceed-
ed to a vehicle waiting behind the
building. A witness followed the men
out of the business and observed
