No More Free Hide* For Toorlftl*.
Hereafter persons appointed to civil
offices in the Philippines will have to
contract to render two years' service
in Hie islands unless properly exempt-
ed for good and sufficient reasons.
This action was taken in order to
break up the practice that had ob-
tained to sotnp extent of using the ap-
pointment simply for the puriiose of
securing free transportation around
the world by way of the Philippines.
Under the new regulations two years'
service "’ill entitle an appointee to free
passage to the Philippines and a third
year to free passage back to the Unit-
ed States, with half pay during the voy-
age. Appointees serving less than two
years will be requtred to meet the ex-
penses of transportation out of tbolr
own pockets.
Cortelyon** X«w OIDce.
A formal contract for the lease of the
Willard building on Fourteenth street
for the use of the department of com-
merce nnd labor bus been signed by
Mr. nnd Mrs. Henry A. Willard and
Secretary Cortelyon. The new depart*
moot has leased the entire building,
which, it is expected, will be com-
pleted about tbe 1st of May.
After tlie signing of the papers Mrs.
Willard presented Secretary Cortelyon
with a handsome American flag,
which will be used on the building
during Its occupancy by the depart-
ment.
New Printing timer.
The new government printing office
buildiug lias not yet been turned over
to the public printer, and it Is not ex-
pected that the work of moving tin*
machinery and force of the office into
tho new quarters will begin before
July 1. If congress meets in extra ses-
sion about Nov. 1, that will give the
public printer four months In which to
