"the biggest factor was
human error • people just not
paying attention." There
seemed to be no other
explanation.
The two highways so
heavily stalked by death this
year are among the best in
the county. True, five died in
wrecks which occured dur-
ing wet and rainy weather.
But eight died under clear
skies on roads that were dry.
Excessive speed was
apparently a contributing
factor in only three deaths,
said Kohring. Alcohol pro-
bably was involved in two
more deaths, he said. Failure

K.C. Estates, a series of
subdivisions outside the city.
Parker is preparing a
restraining order, which had
not been filed as of Tuesday,
that would prevent the city
from using public funds for
utility lines outside city
limits until property inside
th& city gets improvements.

to yield right-of-way
accounted for two deaths as

About half of the dead this
year have -been under- t25-
years old, he observed. Two
head-on ' collisions have
claimed a total of four lives.
Two fatal accidents involved
tractor-trailer rigs and three
more involved small cars.
But if there is a tell-tale
pattern to these grim
statistics, it has yet to be
identified, a warding to the
DPS.
Sergeant Kohring said the
DPS has no plans to increase
manpower to patrol the two
highway stretches.

estimated 600 "dead" water
meters in Smithville. None
had been replaced during the
last month, he said.
Wesson has estimated
that as many as half of the
city's water meters show
little or no water usage no
matter how much water goes
through them in a month.
First National Bank of
Bastrop has acquired two
downtown lots and is paving
them for the public's parking
use, Cecil B. Long, bank
president, said Tuesday.
Between 75 and 100
off street parking spaces will
be added to the downtown
district when the lots are
completed. Long said.
Completion is expected in
early June, according to the
bank.
The first lot is on Church
Street, next to the bank's
drive-in facility. About 50
spaces are being prepared
here for bank employees and
customers.
The second lot is on Water
Street next to the City
Library. Over 50 spaces are
bieng installed on this lot
which is intended for use by
customers and the general
public, said Mr. Long.
Six inches of crushed rock
has been installed and curbs
are being completed. As-
phalt is to be poured next,
the bank said.

Construction Co. is the
paving contractor.
"We wanted to be able to
provide parking for our
friends and to help the
public" in easing congestion
downtown, said Long.
The bank has invested
over $35,000 in the two lots,
he said.
Cassel said, "I would like
to comment on the story
concerning water to K.C.
Estates. During the past two
years, the city of Bastrop has
spent around" $16,000 in the
area around the lake (Lake
Bastrop). This money was
spent for a pressure system
to raise the pressure for all
the area aroundthe lake.
"This would have had to
be done sooner or later with
or without K.C. Estates
the whole area are too small.
"K.C. Estates spent $7,500
for this pressure system
which is over 33 per cent of
the total cost and yet has
less than 1 per cent of the
customers for the area.
"K.C. Land, Inc. has
installed over seven miles of
water line at its own expense
and has given these lines to
the city of Bastrop at no cost
to the city, which amounts to
many thousands of dollars.
Land is in the process of
installing a 50,000 gallon
storage tank and another
several miles of water lines
at no cost to the city of
Bastrop.
"The cost of these last
water improvements are in
excess of $100,000 which will
be paid by K.C. Land and
will be given to the city. This
storage tank will help the
whole area in water pressure
and volume, not just K.C.
