replace their home must
submit an application with the
Department of Community

City crews kept storm drains remark-
ably clear of debris and flooding was kept
to a minimum.
The eye of the hurricane moved
inland 15 miles north of the river, early
Sunday, devastating Port Mansfield and
continuing on a west-northwest course
roughly paralleling the Rio Grande.
Mercedes, being located south of the
storm’s path, never felt the most powerful
and dangerous of the hurricane’s north-
east quadrant winds. By daylight Sunday,
the winds of the storm, which had been
from the north, shifted to the south, and
beat upon the community with equal fury,
though gusts slowed in frequency, and
eventually in force.
It became apparent by noon, Sunday,
that the worst of fears had not been
realized. Most visible damage was
downed tree branches and a few trees and
small plants uprooted. (The most major
incidents of downed trees occured on
Dawson Road and North Texas Avenue,
where trees fell across the streets with live
power lines beneath.) Some utility poles
were downed and signs in the downtown
areas were bent and overturned. Most
damage to buildings and homes was
caused by water leakage.
By mid-day Sunday, streets which had
been deserted for the previous 24 hours
began to again show signs of life, and
inhabitants of the temporary shelters
began heading home. By 2 p.m., all
shelters were empty, despite the areas
remaining under a hurricane warning.
Faithful joggers like Ismael Luna, Jr.,
were back on their route by late in the
afternoon.
Monday saw residents removing tape
and boards from windows, restocking
store shelves and comparing storm
experiences. City works crews worked
diligently to remove debris and begin
brush pick-up, and by noon, it was hard to
tell Allen had visited and left.
County crop losses may reach $38.4 million
Though Hurricane Allen left little
structural damage and no injuries in the
Mercedes area, the local agriculture
industry was dealt a serious blow in the
weekend storm.
Agriculture losses in Hidalgo County
may reach $38.4 million, reports Doyle
Warren, county agriculture extension
agent.
The cotton crop suffered heaviest, Mr.
Warren reports, with an estimated 50,000
to 55,000 bales of cotton ruined for a loss
of $14 million.
Citrus losses are next highest, with the
eastern area of Hidalgo County hardest
hit. Some 17 percent of the crop was
ruined, five percent of the oranges lost
and 15 to 20 percent of the grapefruit.
Citrus losses may total $13.6 million.
Between 10 and 15 percent of the
sugar cane crop was ruined for an $8.8;
million loss, Mr. Warren reports, and
2000 acres of vegetables ruined may total
$2 million in losses.
Rains will also have an effect on the
fall corn and vegetable plantings.
The figures do not include “out of
pocket” expenses by farmers to get their
land back in shape for planting and
harvesting.
“I hate to say it, but I think it’s just a
salvage operation now,” says local cotton
ginner Buddy Ross, of the area cotton
crop. He estimates it will be a week to 10
days, barring more rain, before picking of
the cotton can resume.
Though three weeks remained in the
peak picking period, one farmer estimated
only one-eighth of a bale per acre
remained in fields not yet picked, which
previously yielded a bale or better per
acre, reports Bill Downing of the
Mercedes Coop Gin.
