my notice:
Early one evening aa I waa seated In
the office of the jail conversing with my
friend. Wilson an elderly negro woman
came to the entrance and asked for ad-
mittance. After questioning her and
learning that sh had Just arrived from
a neighboring town whence she bad
come to ascertain the where boats of a
daughter an only child whora ah bad
heard was dead the Jailer anlocked tha
entrance gat aad permitted th womaa
to tiller.
It seems that on her way to tb Jail

After she had recovered her composure
somewhat she askeU permlsKlon to be al-
lowed to remain nj Jail overnight which

and blanket were placed on the floor of
the center corrld jr for her nocommodauan.
Betty lay quietly dowu upon her pallet
and apparently soon fell asleep.

hearing loud shouting is tb Renter cor-

though missiles were being thrown about
that corridor which at night is cut oft
from the main or office corridor by a
barred door.
Hastening to note the cause of the dis-
turbance we observed through th bar
old Betty rushing about the place yelling
and talking Incoherently and throwing
around buckets brooms trash boxes and
whatever else movabis she could lay her
bandit on.
We watched the frensled creature for
some tlm und finally being reinforced by
the cook who had been awakeued by the
pandemonium entered tbe corridor where
Betty held forth. . . We anticipated soms
sort of a struggle with her but as we
spproas hed t r she returned quietly to her
pallet. The Jailer and tbe conk going tip
to her grasped lier. one on each side by
the arms and conducted her unresistingly
to a cell in ' lunatic ball."
Her effects consisting of several aprons
a piece of black dress goods a large plug
of chewing tobacco a bottle half filled
with snuff and M.M in money were taken
from T.er and placed with other prisoners'
belongings.
Her paasivenese was but momentary
however and a tbe cell door waa closed
her ravings broke out afresh and more
violent tlmn ever and were ooutinuoua
throughout the night
Hhe would stand in the center of her
cell aud Jump up and down and shout' sua
curse; she stripped every stitch of cloth-
ing from her body and tor her mattress
snd blanket Into shreds shoving the
debris through the small opening ai th
bottom of the otherwise solid ateet door;
she held Imaginary conversations wltb her
"baby" her dead daughter and with her
"or maimer" she having been a slave .
Occasionally she would sing tier-favorite
song belug ''Rally 'Round the Flag
Boy" while at other time she would
shout tbe command to an Imaginary
company of soldiers: 'Forward march!1'
"Carry arms!" "Oround arma!" "Halt!
etc. echoes doubtless of tb period of her
slavery.'
She found another outlet for her fremy
In the targe padlock securing tbe hinged

from damage by occupants of th ceil.

would stand for hours at the window aad

Regained Her Mental Powers
On one of these occasions I ware a
particularly striking outing shirt aad aa
I reached her cell aha cams to the door
and remarked that It was a "poety" shirt
I had on. Thia wa th first sign of re-
turning reason that sh hsd displayed
since being locked In the cell although for
some day she had been eating th food
that waa given her. By degree ah be-
came mora rational aad would keep bar
clothe en. At another time sh aaked me
for some snuff and I obtained here from
the Jailer and supplied her went.
One Sunday afternoon I carried my
baby to her door te let her see him. She
appeared ta be delighted with the child
and asked aat several quest Ions about my
family her conversation belng-aa lucid
as any one could wish for.
After spending aome weeks quietly In
her eelt praying la th peculiar sing-song
manner oommua to her race dipping
snuff chewing tobacco and looking at
"picture books'' sa she calls them maga-
Inea and Illustrated papers she waa
taken from her cell and placed In the
kitchen te assist la the cooking and to
wash dishes aad pans being permitted te
even visit storee In the city unattended
returning to th Jail after making her
purchase
Today she appears te be aa rational as
any womaa of bar age and color and Is
merely being detained for a While until
It may be determined whether or not her
recovery 1 permanent.
While the condition of the nonviolent
Insane I far better than that of tbe vio-
lent yet It tack considerable of being
what It ought to be for peraons afflicted
with menu! disorders. They receive th
asm treatment aa la aooordM the moat
hardened ertmlnala being confined In the
cage with ordinary prisoner. Their sur-
roundings ar net conducive to mental re-
pose and facilities for healthy and whole-
some diversion ao necessary ta their lm-

Another Case.
An old feeble white woman convicted
of lunacy has been oooflned In this Jail
sine June if UM. Her malady I doubt-
less due to exoesalve aa ot morphine

of the -Jail physician not enly to her but
to other inmates tan aad insane who
may he addicted ta it aa. -
She occupies a cell atrallar ta arrange-
ment to those allotted to other Insane
lumatea only It ta considerably larger
and hi equipped with a stationary wash
bowl aad cote. Tb ata of tha cell ren-
ders It capable of accommodating several
persona and It a) need ta hold white fe-
male prisoners rarely ever exceeding
three or four at any one time. She ha
a companion now a woman charged with
burglary and theft. .

Where Are the Relatives.

delicacies are sent to them. The sym-

things that conduce in some measure to
their comfort and the gratification of
their craving. But where are the loved
one th parents the husband the
wive the brothers sisters children aod

It ran not bo possible that all of them
are serving tiro In some penitentiary.
The sheriff and the Jailer are not re-
sponsible for the pitiable condition of the
Insane under their charge. The cells oc-
cupied by them are cleaned frequently
but no amount of cleaning eaa offset tb
Irresponsibly dirty and untidy habits ot
the Inmates. In very cold weather I hare
known the aherlff to visit th Jail and
order extra blankets Issued to the lnans
and frequently to assist In wrapping some
of them up In them but many pf them
a re so violent that clothing and blankets
can not ba . kept on them In even th
severest weather. Facilities for the prop-
er handling of the loeane are utterly lack-
ing and the-affl'uUB are powsrlesa to do
any better tor them than Is done.

of the insane. The legislature of th
State should be made to act In the matter

for these awful conditions. But no citl
sen of the State may escape a certain
measure of responsibility.
