However even thane will 'not begin to

crowded hi th. city. Additional room In
some manner should be provided there at
once. The erection of an annex near or
or ahe fitting up of a baaement room
would be a mere .temporary relief. The
south end ef town Is srowiiur very rap-
idly and within a very short while a new

The Rusk school h tbe Second ward

ft should be remembered that the colored

In the low first j-TsaH. especially if there

la unquestionably true that fifty or sixty
pupils even In a lw drat grade need
more time than half the day for their
school work and that half-day attendance
In second and third grade work Is al-
most ruinous to aood achool work. It
Will be wen frsm th. figurea Just given
that even If no additional teachers were
employed for next year we could oc-
cupy seventeen additional rooms nearly
by putting all our present force at all-
lay work.
An
aolher result of our crowded condition
has been that our enrollment In school
has not been as large a. our achouurtic

we nao on cur renaua roil laai year u.en

the schools waa only Ilia. It does not
helD matters to say that no child leaallv
entitled to admission was actually turned
away. Where schools were ss much
crowded as ours were It can not be won-
dered at If many of tbce whom we are
under obligation to care for and who
really desire to attend were prevenred
from entering;. Many of these were doubt-
enrolled la private echoola but many
were urdoebtedly upon the streets re-

However In a growing city there la
not only the demand for a rapidly In
creasing number of school rooms but
there Is demand also for Increasing achool

er depends to a considerable extent upon
th. way in which her room Is equipped
with such matter mg maps globea dic-
tionaries and other books of reference
Our acboola have supplies of this nature
Which were doubtless sufficient up to a
few years ago but In the Interest of
economy no considerable sum baa been
expended for such things In recent years
end our equipment Is now utterly Inad-
equate. In a large number of rooms
where gvographv was taught last year
there waa aeltlfer a map nor a ftobe to

Instance the teachers themselves bought
thee r.rtlcles. In others they secured

Among those tones that have contributed
lo the advancement . of our schools the
Houston Fublls. School Art league la one
which deserves and1 should receive In-
creasing recognition and appreciation.
Our work In the special departments of
music drawing and writing Is pmgreaalng
well under the efficient management of
Mleae. Hushes'- and Williams. Special
reports from these departments will be
found In . another place.
Especial statistical report Is given In
regard to our High achool. It will be
noted from this that If there had been
one boy more In attendance there would
have been exactly on. boy to every two
girls enrolled. This Is simply a symptom
of conditions prevailing in practically
everv high echooi throughout the coun-
try. It la even a better showing than
that mads tn many of our larger cltlea.
Our High school Is doing good work but
It still lacks much .f having the ma-
terial equipment needed. We have the
largest high school building In the South
sntl probably the largest high school en-
rollment and the largest corps of (each-
en. The expenditure of 11000 (or addi-
tional laboratory eeulpment would be am
ply Joatlfled by the conditions. For the
harmonious conditions and the success
ful work ot this department of our
schools laet year much credit ta due to
our efficient High school faculty and
particularly to Mr. W. Q. Smiley our
High school principal.
NIGHT SCHOOLS.
Among the Improvements In Immediate
prospect for our schools ts tbe matter
of night echoola Ton are of ooutm.
aware that the matter has been dlacnsBed
for som. years among us snd that ar-
rangements are on foot for giving the
Idea a practical trial next year. This Is by
sll means ss It should be. We ft re all
of course aware of the fact that many
boys ef school age must of necessity de
vote their daylight hours to work for
tne purpose of securing a livelihood for
themselves and thoae dependent upon
them. These boys should not from this
neceaeity be deprived of the opportunity
to obtain an education at the expense of
the State. As a matter of fact they
are as a general rule tbe very onaa who
anouia secure sues an education- 1 ne
only way this can be done Is to give
them the opportunity to attend school
alter working hours. It Is believed that
this will be both a profitable and a pop-
ular departure.
I am aieo recommended to the commit-
tee on cours. of study thst the depart-
mental plan of Instruction be Med in our
Intermediate grades this year. Coder
tola pian a given teacher will not do all
the work In a given grade but will do
sll her work In one subject just as In the
ca. of th. High school now. This plan
is ueed In all th. schools of New rock
eltv and In many of thoee In Chicago ss
well aa elsewhere. It Is no new depar-
ture tn Texas. It hss been successfully
Used in the schools of Gaiveaton and In
thoae of Coralcana. A most Interesting
article on th.. work aa It Is done In the
schools of New York city can be found
in the Educational Review of laat May.
It Is well worth reeding by any one in-
terested In the newer phases of nwdern
educational - work
MANUAiTt RAINING.
Another subject concerning which our
school board should give close attaerrJoa
at present is the matter of manual train-
tag ta the school. It Is perhaps tbe moat
prominent of the matters occupying the
attenttoa ot tho educational world today.
Duruur the last two rears sixteen cities
suo towns In Texas have Introduced some
phase of manual training work into their
achooia One other city has bad It for

Saa Antonio to that of Itasca. We sinply

to offer to oar board the equipment aec-

thai tne board would accept It and afrea
to maintain it. If they are net able to
make this offer Immediately they at
least hone soon to be sble to do so. When
this offer Is made It Is earnestly to be
toped that the board will feel in position
te accept It
This matter Is of special Importarvce la
witw of the fsct that we hope te have
tbe Bice Institute In operation In our
midst soon it is expected that this will
be an Institution for technical Instruction
of the highest grade to be found any-
Wrhere in the South. It would certainly
be unfortnnste If the graduates of our
Sigh achool were to be unable to enter
is InstltuttoD on account of a lack Of
eersaentary technical Instruction along
manual training lines. I do not believe
