a day for his work and should the as-
sistance of Mr. Schwarts be needed ha

Bhould the assistance of other account-
ants be called for they wlU be paid $11 M
a day. The city -will pay for such other
assistants without profit to the account-
ants. It la stated In tha proposal that In
malting arrangements In certain depart-
ments some consolidations might be neo-
esoary. Transfer of certain work might
become necessary to eliminate duplica-
tion and the changes would be made only
for the purpose of reducing the oper-
ating expenses.
It U probable that Mr. Rankin will be-
gin work In the water department as It
(s considered that a new system could
be worked out for It which would greatly
reduce the clerical work. Other depart-
ments wHI be taken up In turn until
every dlTlalon of the city haa been care-
fully looked Into.
The contract will allow th city to atop
the work at any time the officials see fit
and the accountant can be switched from
one department to another If It la deemed
wise. Mr. Rankin probably will visit other
cltiea for the purpose of Investigation be-
fore making the final recommendations

Artillery and received hte honorable dis-
charge about four months ago. Recently
he has been In the employ of Burchfleld
A Minchen real estste dealers.
He was taken In Westhelmer'a srabu-
lanre to the Baptist Sanitarium and his
wound was found to be a deep cut In the
ba 'k It Is not thought however that
th wound will prove serious.
Paving Was Accepted.
The City Council Wednesday afternoon

Franklin to Commerce. The work was

Highest Monthly Mean Temperature
. Was 65 at Laredo and Lowest
at Dalhart.

mal for that month during February of
thla year. Tha condensed climatologies!
report for the State of Texaa for the
month of February Issued Wednesday
morning by tha Houston Weather Bureau
showed the mean temperature determined
from reports from 124 weaaJier stations
to be 41.1 or I S degrees below February
normal mean' temperature for the past 2
years
The highest monthly mean temperature
was 4 at Fort Mcintosh Lredo and the
lowest was 16.1 at Dalhart.
The hlgheat temperature reported was
at at Fort Mcintosh February ( and the
loweat I below aero at Hlemona and
Stratford also February f. The monthly
range of temperature waa lot degrees
within State llmlte. Obviously this oc-
curred February aa both extremea of
temperature were recorded that day. The
greatest dally range at any one station
waa th degreea at Gainesville February
XI.
Average Precipitation.
The average precipitation determined
from reports from 201 statlona was 1 55
Inches or .47 degrees less than February
normal for Texaa for tha past 21 years.
The grestest monthly precipitation was
.08 inches at Hempstead fourteen sta-
tlona reported no precipitation and nine
stations reported a trace. The greatest
amount of rainfall occurring in 4 con-
secutive hours waa J 46 Inches at Mata-
gorda. February 12. The greatest month-
ly anowfall was 2.7 Inches at Romero
there was an average of four days with
.01 Inch or more precipitation.
An average of IS clear days was re-
ported six partly cloudy and nine cloudy.
The prevailing wind direction was from
the north and the maximum wind ve-
locity 60 miles per hour from the west
at Abilene February 22.

ELECTRIC DEPARTMENT
Contractor! and Master Electricians
Must Secure Licenses and

In the future master electrical worker
as well as contractors to work and do
business In Houston must stand an ax-
emlnatlon give bonds and take out a
license that will cost 826. Contractors In
addition to glvlnsr bond for the faithful
performance of work will be required to
' deposit with the City Kleotrlclan $26 to
I guarantee all inspection fees.
. These new requirements are Included In
an ordinance passed by the City Council
i Wednesday afternoon and which takes
effect Immediately. It adopts aa a whole
the National Electrical Code and nro-
vldes that all future amendments to the
code will be applied In Houston.
The ordinance creates tha electoral de
partment and provides for the appoint
Mayor.

SEND NO MONEY - THE PROBLEM - SEND NO MONEY
Draw a continuous chain of circles across the face of the chart from left to right and back again so that the numbers within the circles will total the greatest
number of points. Start in the left-hand column.
The progress of the chain in crossing the first time may be up or down and to the right but not to the left. In coming back it may be up or down and to
the left but not to the right.
Each section must be at a right angle with the preceding and succeeding section and must contain either three four or five circles not less than three or
more than five.
When working back to the left the chain must not cross itself and no circle shall be drawn in a square which touches at right angles or obliquely any
square which contains a circle that was drawn when going toward the right.
By section is meant a series of three four or five circles in a straight line.
The circle at the angle where the chain turns is to be regarded as the end of one section and the beginning of the next. This however does not mean that
the numbers in these circles are to be counted twice or that the circles themselves count when adding up the number of points encircled or the number of circles
which form the chain.
The numbers in each square where there are three figures are to be regarded as triple numbers as one hundred eighty-three four hundred eleven etc
' The circles do not have to be perfectly round or artistically formed. Contestants however should be careful to draw them so they will not obliterate
the numbers. Circles can be drawn with either pencil or ink.
A mistake in stating the number of points will disqualify the chart as a possible prize winner.
Extra charts will be' mailed to those sending a self-addressed stamped envelope to the Contest Manager within twelve hours after this announcement is
received by them unless envelopes have not already been forwarded. Long envelopes to prevent folding the charts more than necessary are preferable.
Solutions of this puzzle must be registered at The Houston Post not later than 6 p. m. Monday March 23 or mailed so that they will bear a postmark not
later than that date.

This Illustrates How to Work It
The first section in the chain in the adjoining chart begins at number
thirty-nine (39) in the upper left-hand side of the chart and ends at sixty-
six (66) in the lower left-hand side. .
Beginning at thirty-nine the first section consists of five circles the
second four the third three the fourth three the fifth four and so on.
Added together the numbers in circles total 5576.
The purpose of the adjoining chart is to furnish an example how to
form the chain of circles. Any combination under the above conditions is
permissible.

READ THIS CAREFULLY
This blank must be attached to the chart after you have drawn your chain acroos
it. and the two forwardedto the Contest Manager. Do not forward this entire adver-
tisement but cut out the chart neatly and this blank around the border and place
them in a sealed envelope whether delivered in person or mailed; to the contest man-
ager. The two should be pinned together. Working papers must accompany each solution.
