the opinion that If the association mem-

time until the retailers' supplies would m

Certain letters introduced by the Stat

WASHTNCrTON. Jan U. Th second
day of th debate oa the Canadian reci-
procity bill proved a floM day for those
opposed to th measurer. Led by Bene tor
Nekton ta a prepared speech a number
of senator took part In a running debate
that marked the closing period of the
address. ' At adjournment Bessstor Pen-
rose. In charge of the bin. felt that this
cleared the atmosphere considerably and
Jso expressed the opinion that the general
debar will not be of such groat dura-
tion a kas boob predicted.
Senator 'Nelson waa radically antagon-
istic to the bill. He occupied tit floor
moat of the day but explained that this
wao only the first of several Installments
of hie views on this subject.
A spirited debate among republican
senator waa precipitated over the effect
of the Root amendment dealing with paper
and wood palp. Bene tor Lodge Clark
Wyoming) and Rmoot all were on the
floor talking simultaneously. They agreed
that that provision only restored th
terms of th treaty as submitted to con-
gress. Clark Made a Poiat.
"How. then did that feature of the
agreement disappear?" asked Mr. Wil-
liam AMen Smith Of Michigan.
"Ask ths whispering winds." responded
Mr. Clark.
Apparently pleased with the poetic
character of his response th Wyoming
senator first seemed disposed to leave
it there but later added that the amend-
ment was not only In harmony with th
original compact between the two coun-
tries but in consonance with the Canadian
bill carrying the agreement into effect.
Mr. Smith waa sot satisfied and de-
manded from Chairman Penrose an ex-
plana tfon of the disappearance of that
feature from th bill. Mr. Penrose bad
adopted the policy of allowing the op-
ponents of the measure to do the talking
and reluctantly he arose to reply.
"The change'.' he said "occurred In the
ways and means committee of the house
ana the senator from Michigan knows
as much about It as I do.
"The effect than is t give the Cans.

not to sire it to us
Bmlth; "and yet" he continued we are
told by the house that we must not
phun a word In th bill a it waa naaaed
there for fear of Impairing It"
Tribute to th Canadians.
Mr. Nelson said th Canadians had
outwitted th United States. "Th Cana-
dians not only fooled us Into putting their
agricultural products on the free list"
he said "but they actually fooled th
president as to his treaty making power.
He waa misled and he is as much at sea
on that point as ho la to what Is in ths
Interest of the American farmer."
Senator Cummins suggested the presi-
dent had no power to enter Into a treaty
affecting tariff duties. .
Mr. Nelson declared the treaty to be
entirely for the benefit of th "big inter-
oats." "Give us reciprocity" he pictured them
as saying to the agriculturalists "give
us reciprocity you can go to th devil."
The reciprocity discussion will be re-
sumed at 11 o'clock tomorrow If any sen-
ator is prepared to apsak which seemed
uncertain tonight.
Hew the Vote Will Stand.
(Aucrimlid Priu Rtfrt.)
WASHINGTON Juns 10. The Ca-
nadian reciprocity bill now has sixty votes
In the United Btate senate according to
the White House count The Root amend-
ment wil be killed by a majority in the
same body so those who have studied the
situation for President Tnft say. The
president has expressed the conviction
that a combination of republican and
democrats would defeat the amendment
and that two-thirds of the senate would
vote for th bill itself.
