Dear Rev. Osthoff:
Thank you, very much, for the assurance that your board
is anxious to co-operate to the fullest extent - we, too, wish
to be of serviee to your board, and to co-operate with you whole-
heartedly. How else can we accomplish our aims? In that spirit
we directed the letter, referred to by you, to Mr. Fehr. Since
this letter was rather of a personal nature, and you do not cover
the main feature of this letter, I hardly know what information
you seek - you do not give me much to work on.
So far as Mr. Fehr*s position as treasurer of the college
is concerned, I believe it is pretty thoroly covered in the letter
he has referred to the board - we have the highest regard for
Mr. Fehr, but, as it would seem, his business connections do not
permit him to give the work the supervision that it should have#
The treasurer should, by all means, sign all checks — after they
have been filled out. I found checks signed up in blank while I
was in Austin#
We have no set routine which we prescribe to the board members,
who are authorized to sign the ’’Disbursement Sheets? - formerly the
”Disbursement Vouchers”. We take it for granted that you will go
into Synodical disbursements, with sufficient detail, to enable you
to assume responsibility for them — the fixed items, you will know
from memory, and the greater part of the rest of the items will have
been discussed in your board meetings to give you a good picture of
the disbursements that should be made by the treasurer.
I believe I have given Mr. Studtmann the information he needs
to re-organize your books so that they will give your board the in-
formation that you should have. In short, our letter was aimed at
getting a statement from Mr. Fehr in regard to the permanency of his
present business connection, which does not permit him to give the
office of treasurer the attention that it sho^Qd have* — it was not
our attention to approach the board until we could have weighed his
reply. Evidently, this has prompted you to hold up the May sheets -
they have not, as yet, arrived. By all means, let us have these upon
receipt of this letter. We have had to close our books for May with-
out the Austin expenses#
A meeting with your board would have been gladly arranged for
had Director Studtmann imparted to me the wishes brought out in the
7th paragraph of ycxr letter. Mr. Fehr was not in the city - I called
